We hope for the conclusion of the Intergovernmental Conference.
Remember that the first referendum on the Constitution will be held a mere six months after the conclusion of the Intergovernmental Conference.

So I want to appeal to Parliament at this critical and significant time, on the eve of 25 March,and above all on the eve of the conclusion of the Intergovernmental Conference, to keep us continuously in touch with Parliament's thinking so that we can move forward in the right direction.
They are based on a request from the European Council in Madrid(December 1995), which called for them to be drawn up swiftly, so thatthey could be dealt with as soon as possible after the conclusion of the Intergovernmental Conference.
I also welcome the statement from the summit reaffirming that negotiations will begin no later than six months after the conclusion of the Intergovernmental Conference, which starts, as we know, next year and about which we have had many discussions here recently, including the adoption of the Martin/Bourlanges report.
It confirmed that accession negotiations with Cyprus and Malta, with whom a structured dialogue hadalready commenced this year, would begin on the basis of Commission proposals six months after the conclusion of the Intergovernmental Conference.
On Portugal's agenda this time are the successful conclusion of the Intergovernmental Conference and adoption of the Reform Treaty;the strengthening of foreign and security policy and, in particular, the development of closer relations with Latin America, Africa and the Mediterranean region; further action on climate change; and realisation of the Lisbon Strategy.
That is the framework in which the Commission submits the present opinion,responding to the request of the European Council in Madrid in December 1995 to present the opinion as soon as possible after the conclusion of the Intergovernmental Conference, which began in March 1996 and ended in June 1997.
Mr President, ladies and gentlemen, following the conclusion of the intergovernmental conference, for which I must once again congratulate our Dutch friends in the warmest way, it is now a priority for the new Presidency to give a final form to the texts which have been agreed upon, to verify for one last time that they match up in the eleven languages and submit them for signature by the plenipotentiaries, in Amsterdam, on 2 October 1997.
In the context of the enlargement strategy set out at the Madrid summit, the Commission is committed- and it is currently working on this- tosubmitting to the Council, following the conclusion of the Intergovernmental Conference- i.e. in the middle of next year- the financial package known as'Agenda 2000.
Lastly, I would also remind the House that the European Council in Madrid requested the Commission to carry outa thorough analysis as soon as possible of the European Union's system of financing, with a view to presenting- immediately after the conclusion of the Intergovernmental Conference- a communication on the future financial framework of the European Union after 31 December 1999, taking account of the prospect of enlargement.
I must point out that the Committee is to meet tomorrow afternoon,firstly to try to really get to grips with what the conclusions of the Intergovernmental Conference were.
This legitimacy has been present in the text since the Treaty of Rome, repeated in the accession treaty for Spain and Portugal,renewed once more in the conclusions of the Intergovernmental Conference of Maastricht and finally taken up in the Treaty of Amsterdam, even if this has yet to be ratified.
Secondly, has the Dutch presidency provided for the possibility of the conclusions of the Intergovernmental Conference on the reform of the Treaties being adopted by only 14 Member States? And, on the basis of its contacts with the present British Government, has it formulated any initiative for breaking the deadlock to which an outcome of this kind would give rise?
