The product database shall serve the following purposes:(a).
Obligations of suppliers in relation to the product database.

With effect from 1 January 2020, suppliers shall,before placing a tyre on the market, enter into the product database the information set out in Annex I of Regulation(EU) 2017/1369.
Until data entry in the product database, the supplier shall make an electronic version of the technical documentation available for inspection within 10 days of a request received from market surveillance authorities or the Commission.
The Commission shall be empowered to adopt delegated acts regarding operational details relating to the product database, including any obligations on suppliers and dealers in accordance with Article 13.
The pharmacovigilance inspections shall be coordinated by the Agency together with the competent authorities and shall ensure that all pharmacovigilance system master files in the Union,as identified in the product database, are regularly checked.

As an alternative to supplying the product information sheet with the product, delegated acts referred to in point(h) of Article 16(3)may provide that it is sufficient for the supplier to enter the parameters of such product information sheet into the product database.

In order to ensure uniform conditions for the implementation of this Regulation, implementing powers for determining under the Union safeguard procedure whether a national measure is justified or not andfor establishing detailed requirements concerning the operational details relating to the product database should be conferred on the Commission.
Suppliers will be required to enter information in the new product database. This is information that they currently have to provide to national market surveillance authorities on request, so any additional burden is considered minimal and proportionate to the enforcement andtransparency benefits that the product database is expected to bring.
