Preparatory Action on an EU Rapid Response Capability.

Mr President, I wanted to explain why my group andI abstained on the vote on the EU rapid response capability.

On Military capabilities, Member States offered contributions to thirteen EU Battlegroups,as part of EU Rapid Response elements.
I abstained on the report on setting up an EU rapid response capability to humanitarian disasters because, although it contains positive ideas and elements, it also attaches military means and a military presence to this capability.
I agree with the proposal for a European Parliament recommendation to the Council on setting up an EU rapid response capability for natural disasters.
Furthermore, thanks to the preparatory action on an EU rapid response capability introduced by the European Parliament in the 2008 and 2009 budgets, the Commission is currently testing, with the Member States, ways to improve the overall immediate response capacity of the EU. .
The European Council welcomes the measures taken to enable the decision-making andplanning process to be speeded up for EU rapid response operations.
The civil protection identified modules are one in a number of significant assets in the EU rapid response capability and will be able to operate independently or in cooperation with or support to other EU bodies or international institutions.

I voted in favour of the report on a proposal for a European Parliament recommendation to the Council on setting up an EU rapid response capability to address the various major natural or man-made disasters which have occurred outside the EU in recent years. This is because I believe that it is important to improve the efficiency of EU disaster response capabilities and that a preventive action plan has become increasingly necessary as a global, integrated EU response. .
The Mechanism, which has proved capable of mobilising civil protection assistance quickly in a wide range of situations,can contribute to the overall EU rapid response capability.
In the conclusions of the extraordinary summit of the General Affairs and External Relations Council of 7 January 2005, the Council calls upon the Commission andits own competent bodies to examine the potential for developing an EU rapid response capability and also calls upon the Commission to submit proposals for a strategy for strengthening prevention, early warning and preparation measures for dealing with disasters, which recent events have proved necessary.
It tasked the relevant Council bodies, in relation with the EU Military Staff and the ATHENA administrator, to continue reflecting on themost appropriate ways and means to finance EU Rapid Response.
Fourthly, there are other measures which the Councilwill need to examine, such as the development of an EU rapid response capability, or in other words an early-warning system.

The Council noted the Report on EU Military Rapid Response based on the Presidency's work plan.
Following the Council conclusions of 17 November 2003, the Council concluded that the EU military rapid response capability should be taken forward by the appropriate Council bodies.
