Will there still be national allocation plans?
National allocation plans will therefore not be needed any more.
National allocation plans shall be considered within the committee referred to in Article 23(1).
Income generated by ETS should be collected on a national level as part of the implementation of the National Allocation Plan.
The requirement to submit national allocation plans will be superseded by this proposal when it enters into force.
For the period 2011-2012 this percentage will correspond to the average percentage proposed by the Member States including auctioning in their national allocation plans.
The structure of the ETS, with national allocation plans, has raised the risk of distortions in terms of competition and the internal market.
According to the Decree,the AGCom and the Ministry of Communications were to implement the national allocation plan within 24 months from the notification of the Decree.
Therefore, for the period 2011-2012 the proportion being auctioned will be equal to the average percentage proposed by the Member States including auctioning in their national allocation plans.
The Commission's proposal for the new LIFE programme ends the national allocation for traditional projects but keeps a geographical balance for Integrated projects.

Member States are currently required to draw up national allocation plans for each trading period setting out how many allowances each installation will receive each year.
The principles andmechanisms resulting in problems during the 1st trading period recurred in most 2nd phase National Allocation Plans(NAP) of Member States.
The Member State's average absorption level of its indicative national allocation for the years 2014, 2015 and 2016, referred to in paragraph 5, is below 70%; and(b).
A permit must be obtained in advance for emissions from the installations listed in the directive andthe emissions must be covered by allowances allocated in accordance with a national allocation plan(NAP).
This decision shall be taken at least three months before the beginning of the period andbe based on its national allocation plan developed pursuant to Article 9 and in accordance with Article 10.
The directive states that, within the framework of the allowance trading scheme,the operators of installations listed in the annex thereto have to cover their greenhouse gas emissions by means of allowances which are allocated to them by the Member States in accordance with national allocation plans.
The Directive provides that,for each five-year period, each Member State is to develop a national allocation plan(NAP) stating the total quantity of allowances that it intends to allocate for that period and how it proposes to allocate them.
The quantity shall decrease by a linear factor of 1.74% compared to the average annual total quantity of allowances issued by Member States in accordance with the Commission Decisions on their national allocation plans for the period 2008 to 2012.
The Commission has not demonstrated that the subsequent downward adjustments provided for in the German national allocation plan infringe the criteria laid down in the directive establishing a scheme for greenhouse gas emission allowance trading within the Community.
The Commission shall, by 30 June 2010, publish the absolute quantity of allowances for 2013,based on the total quantities of allowances issued by the Member States in accordance with the Commission Decisions on their national allocation plans for the period 2008 to 2012.
These figures are based on the scope of the ETS as applicable in phase 2(2008 to 2012), andthe Commission's decisions on the national allocation plans for phase 2, amounting to 2083 million tonnes following the decision of the Court on the Slovak plan.
This path has been calculated by starting at the mid-point of the 2008-12 period average annual total quantity of allowances issued by Member States pursuant to Commission Decisions on Member States' national allocation plans for the period 2008-12.
At present, for each trading period under the scheme,Member States draw up national allocation plans(NAPs) which determine their total level of ETS emissions and how many emission allowances each installation in their country receives.
However, thanks to verified emission data and experience gathered, the Commission could much better ensure that national allocation plans result in real emission reductions.
With a view to enhancing certainty and predictability, at this stage,the Commission considers that national allocation plans would only be acceptable, if the total quantity were to decrease at least in line with this proposal and free allocations proposed do not exceed the amount either set out in this proposal or developed under it.
The percentage shall correspond to the average percentage proposed by the Member States including auctioning in their national allocation plans under Chapter III for the relevant period.
To this end, Directive 2003/87 provides essentially that a permit must be obtained in advance for greenhouse gas emissions from the installations listed in Annex I there to andthat the emissions must be covered by allowances allocated in accordance with national allocation plans(‘NAPs').
