Kenya therefore supported the proposal put forward bythe Russian Federation regarding the"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures.
Convinced that the adoption of the Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures will contribute towards strengthening the role of the United Nations and enhancing its effectiveness in maintaining international peace and security.
Viet Nam strongly supported the revised working paper submitted by the Russian Federation entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures.
As concerned the Russian Federation's proposal on basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures, although the working paper was a useful basis for further consideration, the European Union believed that the issues addressed would be better discussed in forums other than the Special Committee.
In that connection, he supported the ideas reflected in the proposal by the Russian Federation entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures.
Consequently, Algeria endorsed the working paper submitted by the Russian Federation on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures which incorporated two of the principles stated in the Libyan Arab Jamahiriya's document on the strengthening of some principles relating to the effects and application of sanctions. .
A related topic discussed by the Special Committee was the working paper submittedby the Russian Federation, entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures.

The delegation of Belarus believed that the next session of the Special Committee should strive to reach agreement on the workingpapers relating to sanctions, in particular the"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures.
His delegation supported the revised working paper submitted by the Russian Federation entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures", which had been sufficiently consideredand should be finalized prior to submission to the General Assembly.
It was regrettable that although some constructive proposals had been put forward, the Special Committee had achieved little progress on the adoption of the revised working paper submitted by the Russian Federation and entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures.
Belarus favoured the rapid achievement of consensus regarding the revised working paper submitted by the Russian Federation on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures, which could be adopted in the form of either a declaration or an addendum to a General Assembly resolution.
Recalling that his country had submitted proposals on two subjects to which it attached great importance, namely sanctions and the maintenance of international peace and security, he also expressed the hope that, during the current session, the General Assembly would take action concerning the conditions and criteria for the introduction and implementation of sanctions and other coercive measures.
The revised working paper by the Russian Federation entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures", which took account of commentsand proposals by other Member States, including that by the Libyan Arab Jamahiriya, constituted a useful basis for the Special Committee's consideration of the issue.
The comments in paragraphs 17 and 18 above were also made by some delegations in relation to the proposal by the Russian Federation, entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures" see sect. B below.
The revised working paper submitted by the Russian Federation, entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures", reproduced in paragraph 70 of the report of the Special Committee for 2004,12 was referred to in the general exchange of views held at the 251st meeting of the Special Committee, on 7 February 2007.
