Since its establishment in 1992, the CSTD has paid particular and continuous attention to the coordination of the activities of the United Nations system in the area of science and technology for development.
The review in Colombia is the first Science, Technology and Innovation Policy(STIP)review to be undertaken by CSTD and UNCTAD.
At its seventh and eighth sessions in 2004 and 2005, respectively, the CSTD emphasized the crucial importance of North-South and South-South research networks as hubs for training and exchange of experiences.
The CSTD also recommended that reaping the benefits of ICT development requires coherent national policies in developing countries that tackle existing institutional challenges and set out priorities for policy coordination, taking into account political, educational, cultural, scientific, legal and financial factors.
To this end, ECOSOC was requested to review the mandate of the Commission on Science andTechnology for Development(CSTD), including its strengthening, taking into account the multi-stakeholder approach.
The resolution also encouraged the CSTD to provide relevant technical and policy support and advice, upon request, and to promote cooperation and the exchange of best practice examples in agricultural STI.
In chapter I of the present report, the Commission recommends to the Economic and Social Council the adoption of two draft resolutions, one on" science and technology for development" and one on" assessment of the progress made in the implementation of and follow-up to the outcomes of the World Summit on the Information Society". At its thirteenth session,the Commission on Science and Technology for Development(CSTD) selected" Measuring the impact of information and communications technologies for development" as one of the priority themes for its 2010- 2011 intersessional period.
For better coordination of science and technology, the CSTD should seek more inter-agency interaction not only to fulfil its mandate as coordinator of science and technology activities more effectively, but also to provide leadership and direction in this critical area.
To contribute to a further understanding of the issues, and to assist the CSTD in its deliberations at its twelfth session, the UNCTAD secretariat convened an inter-sessional panel meeting in Santiago, Chile, from 12 to 14 November 2008.
The recommendation by the Economic and Social Council that the CSTD collaborate closely with other United Nations bodies was fully taken into consideration by the CSTD in carrying out its inter-sessional activities.
