جاء في الفقرة 1 من قرار مجلس الأمن أن المجلس" يقرر أن تمتنع جميع الدول عن تقديم أي شكل من أشكال الدعم للجهات الفاعلة غير الحكومية التي تحاول استحداث أسلحة نووية أو كيميائية أو بيولوجية ووسائل إيصالها، أو حيازة هذه الأسلحة والوسائل أو صنعها أو امتلاكها أو نقلها أو تحويلها أو استعمالهاThe Panel has taken into account paragraph 17 of Security Council resolution 687(1991),in which the Security Council“[d]ecides that all Iraqi statements made since 2 August 1990 repudiating its foreign debt are null and void, and demands that Iraq adhere scrupulously to all of its obligations concerning servicing and repayment of its foreign debt”.[clxx].
