First functional phase: calendar year 1996.
The deliberations referred to above focused on the first functional phase of the Tribunal.

III. Registry staffing levels and designations at the end of the organizational phase andat the beginning of the first functional.
The work to be carried out by the four divisions as well as the Office of the Secretary-General of the Authority in 1996,i.e., the first functional phase, can at this time only be projected on a tentative basis and in a general manner.
All the assumptions about functions of staff, post qualifications, recruitment levels, remuneration of judges and Registry staff and bases for recurrent andnon-recurrent expenditures would apply equally to the organizational phase/start-up period and to the first functional phase.
Table 1 summarizes theassumptions about the assignments of staff of the Secretariat of the Authority during the first functional phase in relation to the functions of the Authority and its Enterprise, as laid down in paragraphs 35 and 36 above.
(e) A start-up phase, which would constitute the preliminary organizational phase of the Secretariat of the Authority, would be required from 1March 1995 to 31 December 1995, before the first functional phase would commence in January 1996;
The above-mentioned staff would alsoconstitute the core of the overall staffing required for the first functional phase, which would start in January 1996.(See section B below for the overall staff required for the first functional phase.).
Once the preliminary organizational phase is completed,it is assumed that the Tribunal would be in a position to enter the first functional phase, by January 1998.
The Meeting assumed that the required level of staff andservices to fulfil the needs of the first functional phase that follows in 1998 and the appropriate arrangements would be determined in due time by the Tribunal and its Registry, for the approval of the Meeting of States Parties.
The above-mentioned staff would alsoconstitute the core of the overall staffing required for the first functional phase, which would start in 1996.
The third Meeting of States Parties reviewed the earlier proposals and concluded that in the development of the Registry the initial period between August 1996 and December 1997 could beconsidered to represent a start-up phase leading towards the first functional phase.
Based on the findings of the document mentioned above,the assumptions regarding the number and level of staff of the Secretariat of the Authority in the first functional phase(i.e. 1996) are summarized in tables 1 and 2 contained in the annex to the present statement.
The third Meeting of States Parties reviewed the earlier proposals and concluded that in the development of the Registry the initial period between August 1996 and December 1997 could beconsidered to represent an organizational phase leading towards the first functional phase.
Table 2 summarizes the assumptions about staff in the four divisions of the Secretariat of the Authority andthe work that would be performed within each division during the first functional phase in relation to the functions of the Authority and its Enterprise, as laid down in paragraphs 35 and 36 above.
The above requirements for the initial work to be accomplished point to very important considerations regarding related work during the start-up period which has tobe completed by the Secretariat of the Authority in order for the first functional phase to start in January 1996.

For information purposes, a tentative estimate of the requirements for 1996 within the budget cycle 1996-1997, inclusive of conference-servicing requirements but subject, of course, to the views of the Secretary-General of the Authority and review by the Finance Committee, the Council and the Assembly of the Authority,and assuming that the full contingent of staff for the first functional phase would be on board by January 1996, would be approximately $4,024,200 for the Secretariat and $1,775,800 for conference servicing.
