Mr. FORERO(Colombia) said that his delegation supported the statement by the delegation of China and believed, in the light of the statement of financial implications, that paragraph 4 was unnecessary.
At its 35th meeting, on 27 August 1997, the Sub-Commission considered draft resolution E/CN.4/Sub.2/1997/L.38, sponsored by Ms. Attah, Ms. Daes, Mr.Eide, Mr. El-Hajjé, Ms. Forero Ucros, Mr. Guissé, Mr. Mehedi and Ms. Warzazi.
Mr. FORERO(Colombia) said that his delegation had voted in favour of draft resolution A/C.4/50/L.18, but believed that efforts to achieve a just peace would lead to the peaceful coexistence of all the peoples in the region.
In its decision 2001/119, the Sub-Commission authorized Mr. Y.K.J. Yeung Sik Yuen to prepare, without financial implications,the working paper originally assigned to Ms. Forero Ucros, and to submit it to the Sub-Commission at its fifty-fourth session.

At its fiftyfirst session, the SubCommission again had before it a note by the secretariat(E/CN.4/Sub.2/1999/26) explaining that, owing to other commitments,Ms. Forero Ucros would not be able to prepare the working paper for the fiftyfirst session of the SubCommission.

I would also like to take this opportunity to welcome the new Permanent Representative of Chile, Ambassador Juan Antonio Martabit Scaff, and the new Permanent Representative of Colombia,Ambassador Clemencia Forero Ucros, and to assure them of our cooperation and support in their new assignments.
(a) Working paper by Ms. Forero Ucros concerning a study on weapons of mass destruction or with indiscriminate effect, or of a nature to cause superfluous injury or unnecessary suffering(resolution 1997/36, para.2; resolution 1997/37);
In that resolution the SubCommission also expressed its conviction that the use or threat of use of those weapons was" incompatible with international human rights and/or humanitarian law" andrequested SubCommission member Ms. Clemencia Forero Ucros to prepare a working paper on that topic.

Ms. Forero Hernández(Colombia)(spoke in Spanish): At this High-level Plenary Meeting, Colombia reaffirms its commitment to the objectives and actions agreed by the General Assembly for building a world fit for children, and reiterates its recognition of the rights of children and adolescents as a national priority.
Statements with regard to the proposed revisions were made by Mr. Alfonso Martínez, Mr. Ali Khan, Mr. Bossuyt, Mr.Chernichenko, Ms. Daes, Mr. Eide, Mr. El-Hajjé, Mr. Fan Guoxiang, Ms. Forero Ucros, Mr. Guissé, Ms. Gwanmesia, Mr. Joinet, Mr. Maxim, Mr. Mehedi, Ms. Palley, Ms. Warzazi and Mr. Weissbrodt.
Mr. FORERO(Colombia), speaking on behalf of his country, which was presiding over the Movement of Non-Aligned Countries, said that the Movement attached great importance to decolonization, since many of its members had previously been colonies and had gained their independence largely thanks to the work of the Special Committee.
