Mr. Kovalenko(Russian Federation) said that the Russian Federation regarded the reform of the system for the administration of justice as a vital step in the direction of strengthening the rule of law in the United Nations.
The Committee decided, by acclamation, to recommend that the GeneralAssembly appoint Mr. Andrei Vitalietich Kovalenko(Russian Federation) as a member of the United Nations Pension Committee beginning 1 January 2003 until 31 December 2003.
Mr. Kovalenko(Russian Federation)(spoke in Russian): The Russian delegation would like to state the following with regard to the General Assembly ' s adoption of resolution 61/244, entitled" Human resources management".
At the same meeting, the Committee decided, by acclamation,to recommend to the General Assembly that it appoint Andrei Vitalievitch Kovalenko(Russian Federation) as a member of the United Nations Staff Pension Committee for a term of office beginning on 1 January 2003 and ending on 31 December 2003.
Mr. Kovalenko(Russian Federation) said that his delegation attached great importance to the implementation of an effective, flexible human resources policy framework that would maximize the efficiency of the Organization ' s staff.
The General Assembly, as recommended by the Fifth Committee in paragraph 5 of its report(A/57/610),appointed Mr. Andrei Vitalievitch Kovalenko(Russian Federation) as a member of the United Nations Staff Pension Committee for a term of office beginning on 1 January 2003 and ending on 31 December 2003.
Mr. Kovalenko(Russian Federation) said that the Commission was to be commended for the considerable work it had done in examining issues related to human resources management reform and for its review of the pay and benefits system.
The Acting President: In paragraph 5 of its report, the Fifth Committee recommends that the GeneralAssembly appoint Mr. Andrei Vitalievitch Kovalenko(Russian Federation) as a member of the United Nations Staff Pension Committee for a term of office beginning on 1 January 2003 and ending on 31 December 2003.
Mr. Kovalenko(Russian Federation) said that, in keeping with the procedures and practice of the Committee, his delegation had exercised its right to request information from the Secretariat regarding the procedure for waiving the immunity of elected officials of the Organization.
Since the terms of office of Mr. Haughey, Mr. Kovalenko, Mr. Park, Ms. Roscher, Mr. Sun and Mr. Williams will expire on 31 December 2011, it will be necessary for the General Assembly, at its sixty-sixth session, to appoint six persons to fill the resulting vacancies.

Mr. Kovalenko(Russian Federation) commended CPC for the preparation of the draft strategic framework for 2006-2007, which represented a first attempt to formulate the Organization ' s goals and tasks for a two-year rather than a four-year period.
Mr. Kovalenko(Russian Federation) said that the report of OIOS on the activities of the Procurement Task Force(A/62/272) should also have been introduced under agenda item 136, for it contained much useful information on the Office ' s work.
Mr. Kovalenko(Russian Federation) said that the recommendations contained in the OIOS report on the comprehensive management audit of the Department of Peacekeeping Operations(A/60/717) deserved serious and thorough consideration, to which his delegation would contribute.
Mr. Kovalenko(Russian Federation) said that his delegation would consider the Secretary-General ' s proposals for human resources management reform on the basis of whether they improved the staffing policy and the functioning of the Organization, satisfied the need for qualified personnel and were affordable.
Mr. Kovalenko(Russian Federation) said that the fair apportionment of the expenses of the Organization was the exclusive prerogative of the General Assembly, which had also established in a series of resolutions the central requirement that assessments should be paid in full, on time and without conditions.
Mr. Kovalenko(Russian Federation) said that his delegation appreciated the volume of work done by the Commission on questions relating to the common system, in particular its informed reaction to the Secretary-General ' s proposal for the use of financial incentives to retain staff in the International Criminal Tribunals.
Mr. Kovalenko(Russian Federation) said that, taking into account the information contained in the Secretary-General ' s report and the recommendation of ACABQ, his delegation was ready to permit the Secretary-General to enter into expenditure of the remaining funds approved in the context of the programme budget for the biennium 2006-2007.
Mr. Kovalenko(Russian Federation) said that many of the management reform proposals contained in the Secretary-General ' s report required thorough analysis and discussion by the Member States, which would not be able to take balanced and well-informed decisions on them until they received the additional information to be submitted by the Secretary-General in May.
