Precise position location, navigation and timing are available free of charge to users anywhere in the world as a result of the Global Positioning System.
Subsequently, the first of the seven-satellite constellation of the Indian Regional Navigation Satellite System, IRNSS-1A, had been launched into orbit,where it would provide position, navigation and timing services over the Indian region.

The Subcommittee noted a series of successful launches as part of China ' s Beidou satellite navigation system and that the system had started providing initial positioning, navigation and timing services in the Asia-Pacific region.

(b) Information exchange about development programmes for new space systems, as well as information about operational space-based systems providing widely used services such as meteorological observations orglobal positioning, navigation and timing;
It also aims to encourage and promotethe introduction and utilization of satellite positioning, navigation and timing services, particularly in developing countries, by assisting States in integrating GNSS services into their infrastructure.
The following seven thematic areas were identified for use as working group themes: urbanization and transportation; water resources and agriculture; air pollution and energy; disaster management; natural resource management; extraterrestrial exploration;and positioning, navigation and timing.
(b) Interoperability referred to the ability of open global and regional satellite navigation and timing services to be used together to provide better capabilities at the user level than would be achieved by relying solely on one service or signal.
The ultimate goal of ICG is to achieve GNSS compatibility and interoperability,thereby keeping costs down through international cooperation and making positioning, navigation and timing services available globally for the benefit of society.
To develop common guidelines and standards in positioning, navigation and timing, the programme facilitated the participation of the International Civil Aviation Organization, the International Maritime Organization, the International Telecommunication Union and the ISO in the work of the International Committee on Global Navigation Satellite Systems.
ICG noted that the continuation of the United Nations experts ' meetings on GNSS and its applications in the future would ensure that a forum for ongoing dialogue and feedback was possible between usersand system providers in order to enhance positioning, navigation and timing services worldwide.
In the interests of enhancing information-sharing and data dissemination amongICG members, ICG encouraged participating space-based positioning, navigation and timing system providers to consider establishing mechanisms with international representation to promote further collaboration among all emerging user groups.
Thus, the United Nations-backed ICG, which brought together GNSS and augmentation system providers and key user communities, could play a special role on compatibility and interoperability issues in order toenhance positioning, navigation and timing services for users worldwide.
The next workshop will take place in 2013, immediately preceding the Institute ofNavigation event entitled" Pacific Positioning, Navigation and Timing(PNT)", to be held in Hawaii, United States, on 22-25 April 2013, at which an interoperability workshop involving users and manufacturers will also be held.
ICG agreed that, through its work in the working groups and the Providers ' Forum, it continued to make significant progress towards further elaborating and implementing measures to increase compatibility and interoperability among global and regional space-based positioning, navigation and timing systems.
The Committee noted with appreciation that ICG continued to make significant progress towards achieving compatibility and interoperability among global and regional space-based positioning, navigation and timing systems and in promoting the use of GNSS and their integration into national infrastructure, particularly in developing countries.

The United Nations International Meeting on the Applications of Global Navigation Satellite Systems, held in Vienna from 12 to 16 December 2011,brought together providers and users of positioning, navigation and timing services to define a way forward in building on the projectsand recommendations emanating from previous workshops(see A/AC.105/1019).
In its resolution 65/97, the General Assembly welcomed the progress made by the International Committee on Global Navigation Satellite Systems(ICG)towards achieving compatibility and interoperability among global and regional space-based positioning, navigation and timing systems and in the promotion of the use of GNSS.
The Committee agreed on the importance of international cooperation on matters related to the compatibility and interoperability of regional and global space-based positioning, navigation and timing systems, and on the importance of promoting the use of GNSS for the benefit of people worldwide, as space-based positioning, navigation and timing services were of vital importance to all economies and societies.
Ukraine was encouraged by the progress the International Committee on Global Navigation Satellite Systems(ICG) had made in achieving compatibility and interoperability among global and regional space-based positioning, navigation and timing systems and promoting their integration into national infrastructures.
The Subcommittee agreed on the importance of international cooperation on matters related to the compatibility and interoperability of regional and global space-based positioning, navigation and timing systems,and on the importance of promoting the use of GNSS for the benefit of people worldwide, as space-based positioning, navigation and timing services were of vital importance to all economies and societies.
In the context of future development of GNSS and its applications, the working group identified the achievement of interoperability between different global navigation satellite systems and the provision of sustained and balanced quality of positioning, navigation and timing GNSS services as the key elements for achieving maximum civil user benefit.
The Committee noted with appreciation that ICG continued to make significant progress towards encouraging compatibility and interoperability among global and regional space-based positioning, navigation and timing systems and promoting the use of GNSS and their integration into infrastructures, particularly in developing countries.
(e) Participation in the work of the International Committee on Global Navigation Satellite Systems(ICG), which was set up as an unofficial body to promote cooperation on matters of mutualinterest related to civilian satellite-based positioning, navigation and timing services, commercial services and the compatibility and interoperability of ICG systems.
The International Committee on Global Navigation Satellite Systems(ICG) continues to make significant progress towards achieving compatibility and interoperability among global and regional space-based positioning, navigation and timing systems and in promoting the use of global navigation satellite systems(GNSS)and their integration into national infrastructures, particularly in developing countries.
The Committee noted with appreciation that ICG, established in 2005 under the umbrella of the United Nations, continued to make significant progress in encouraging compatibility and interoperability amongglobal and regional space-based positioning, navigation and timing systems and promoting the greater use of GNSS capabilities to support sustainable development, particularly taking into account the interests of developing nations.
