In a paragraph near the end of its concluding observations, the Committee requests each State party reviewed under article 19 to provide, within one year, information on the measures taken to give effect to the concluding observations relating to(a) ensuring or strengthening the legal safeguards for persons deprived oftheir liberty;(b) conducting prompt, impartial and effective investigations; and(c) prosecuting suspects and sanctioning perpetrators of torture or ill-treatment.
The Committee requests the State party to provide by 1 June 2013 follow-up information in response to the Committee ' s recommendations with regard to(i) conducting prompt,impartial and effective investigations;(ii) prosecuting suspects and sanctioning perpetrators of torture and ill-treatment;(iii) providing redress to victims; and(iv) guaranteeing fundamental legal safeguards to detainees held in police stations, as contained in paragraphs 10, 12 and 14 of the present concluding observations.
(b) As a general matter, to designate for the follow-up procedure recommendations relating to one of three themes:(i) ensuring or strengthening the legal safeguards for persons deprived of their liberty;(ii) conducting prompt, impartial and effective investigations;or(iii) prosecuting suspects and sanctioning perpetrators of torture or ill-treatment.
(29) The Committee requests the State party to provide by 1 June 2013 follow-up information in response to the Committee ' s recommendations with regard to(i) conducting prompt,impartial and effective investigations;(ii) prosecuting suspects and sanctioning perpetrators of torture and ill-treatment;(iii) providing redress to victims; and(iv) guaranteeing fundamental legal safeguards to detainees held in police stations, as contained in paragraphs 10, 12 and 14 of the present concluding observations.
A notable amendment in this category is to rule 2(A), the" Definitions" section,which added the following definition of the word" State" for the purposes of prosecuting suspects and accused and transmitting official documents(see paras. 91-93).

In November 2008, the Prosecutor hosted an international conference of prosecutors from all of the international and ad hoc tribunals and select national prosecuting authorities to discuss greater cooperation in tracking, investigating, arresting,transferring and prosecuting suspects and fugitive indictees charged with genocide, war crimes and crimes against humanity.

(29) The Committee requests the State party to provide, by 1 June 2013, follow-up information in response to the Committee ' s recommendations relating to:(a) conducting prompt, impartial andeffective investigations;(b) ensuring or strengthening legal safeguards for persons detained; and(c) prosecuting suspects and sanctioning perpetrators of torture or ill-treatment, as contained in paragraphs 8, 11 and 12 of the present document.
(28) The Committee requests the State party to provide, by 31 May 2014, follow-up information in response to the Committee ' s recommendations related to:(a) ensuring or strengthening fundamental legal safeguardsfor detainees;(b) conducting prompt, impartial and effective investigations; and(c) prosecuting suspects and sanctioning perpetrators of torture or ill-treatment, as contained in paragraphs 13, 14 and 18 of the present document.
(28) The Committee requests the State party to provide, by 23 May 2015, follow-up information in response to the Committee ' s recommendations relating to(a) ensuring or strengthening legal safeguards for detained persons;(b) conducting prompt,impartial and effective investigations and(c) prosecuting suspects and sanctioning perpetrators of torture or ill-treatment, in accordance with paragraphs 7, 13 and 14 of the present concluding observations.
The Committee requests the State party to provide, by 25 November 2012, follow-up information in response to the Committee ' s recommendations related to(1) ensuring or strengthening legal safeguards for persons detained,(2) conducting, prompt, impartial and effective investigations,and(3) prosecuting suspects and sanctioning perpetrators of torture or ill-treatment, as contained in paragraphs 7, 11, 18 and 21 of the present document.
(33) The Committee requests the State party to provide it, before 25 November 2012, with information on the measures undertaken in response to its recommendations on:(1) providing or strengthening legal safeguards for detainees;(2) conducting prompt,impartial and effective inquiries;(3) prosecuting suspects and sentencing those found guilty of torture or ill-treatment; and(4) making the reparations referred to in paragraphs 7, 11, 15 and 28 herein.
(35) The Committee requests the State party to provide, by 25 November 2012, follow-up information in response to the Committee ' s recommendations related to(a) ensuring or strengthening legal safeguards for persons detained,(b) conducting prompt, impartial and effective investigations,and(c) prosecuting suspects and sanctioning perpetrators of torture or ill-treatment, as contained in paragraphs 9, 10 and 28 of the present document.
(29) The Committee requests the State party to provide, by 1 June 2013, follow-up information in response to the Committee ' s recommendations related to:(a) ensuring or strengthening legal safeguards for detainees;(b) conducting, prompt, impartial and effective investigations;and(c) prosecuting suspects and sanctioning perpetrators of torture or ill-treatment, as contained in paragraphs 12, 13, 16 and 17 of the present document.
(33) The Committee requests the State party to provide, by 1 June 2013, follow-up information in response to the Committee ' s recommendations related to(a) ensuring or strengthening legal safeguards for persons detained, and(b) conducting prompt,impartial and effective investigations, and prosecuting suspects and sanctioning perpetrators of torture or ill-treatment, as contained in paragraphs 13 and 21 of the present document.
(30) The Committee requests the State party to provide, before 25 November 2012, information on its follow-up to the recommendations on:(1) ensuring or strengthening legal safeguards for detainees;(2) conducting prompt,impartial and effective investigations;(3) prosecuting suspects and punishing perpetrators of acts of torture or ill-treatment; and(4) improving conditions of detention, as contained in paragraphs 11, 14, 15 and 17 of this document.
(26) The Committee requests the State party to provide, by 23 November 2013, follow-up information in response to the Committee ' s recommendations relating to:(a) conducting prompt, impartial and effective investigations;(b) ensuring or strengthening legal safeguards for persons detained;and(c) prosecuting suspects and sanctioning perpetrators of torture or ill-treatment, as contained in paragraphs 8(a), 15(a) and 17(b) of the present document.
(35) The Committee requests the State party to provide, by 31 May 2014, follow-up information in response to the Committee ' s recommendations related to(a) ensuring or strengthening the right of access to a lawyer for persons in police custody,(b) conducting, prompt, impartial and effective investigations, and(c)statistics on prosecuting suspects and sanctioning perpetrators of torture or ill-treatment, as contained in paragraphs 10, 23, and 30 of the present concluding observations.
(28) The Committee requests the State party to provide, by 23 November 2014, follow-up information in response to the Committee ' s recommendations related to(a) ensuring or strengthening legal safeguards for persons detained,(b) conducting, prompt,impartial and effective investigations,(c) prosecuting suspects and sanctioning perpetrators of torture or ill-treatment, and(d) violence against women, as contained in paragraphs 10, 14 and 19 of the present concluding observations.
(32) The Committee requests the State party to provide, by 1 June 2013, follow-up information in response to the Committee ' s recommendations related to:(a) ensuring or strengthening fundamental legal safeguards for detainees;(b) conducting prompt, impartial and effective investigations;and(c) prosecuting suspects and sanctioning perpetrators of torture or ill-treatment, as contained in paragraph 10(c), paragraph 16(b), paragraph 19 and paragraph 21 of this document.
(34) The Committee requests the State party to provide, by 25 November 2012, follow-up information in response to the Committee ' s recommendations related to(a) ensuring or strengthening legal safeguards forpersons detained,(b) conducting, prompt, impartial and effective investigations, and(c) prosecuting suspects and sanctioning perpetrators of torture or ill-treatment, as contained in paragraphs 6, 11 and 14 of the present document, as well as redress and remedies provided to victims as relevant.
EULEX has been investigating serious, organized and war crimes,as well as cases of corruption, and prosecuting suspected perpetrators of such crimes.
Transitional Government investigates human rights violations, prosecutes suspects and provides information and access to international human rights investigations and criminal proceedings; specific measures taken to address accountability for abuses against children.
And the establishment of the International Maritime Organization Djibouti Code Trust Fund(a multidonor trust fund initiated by Japan), as well as the international trust fund supporting initiatives of the Contact Group on Piracy off the Coast of Somalia, and recognizing the efforts of signatory States to develop the appropriate regulatory and legislative frameworks to combat piracy, enhance their capacity to patrol the waters of the region,interdict suspect vessels and prosecute suspected pirates.
The Committee requests the State party to furnish it with information by 23 May 2015, at the latest, on the action that it has taken in response to the recommendations in paragraphs 9, 12 and 13 of these concluding observations that it:(a) ensure or reinforce safeguards for persons who have been deprived oftheir liberty;(b) undertake prompt, impartial and effective investigations;(c) prosecute suspected perpetrators and punish those found guilty of having committed torture or ill-treatment.
