There are also proposals for assistance and technology transfers, not only in the area of mine-clearance but also in respect of technology that might be required if new technical specifications for the detectability,self-destruction or self-neutralization of land-mines are agreed.

Mr. Jackson(Ireland), endorsing the views expressed by the representatives of Switzerland and Sweden, said that from 2002 to 2006 Ireland had put forward manyproposals to prohibit the use of MOTAPMs without self-destruct or self-neutralization mechanisms outside perimeter marked areas.

According to the guidelines to national reporting, Form C should contain information on: recording, detectability, self-destruction,self-deactivation or self-neutralization, and on international warning signs for minefields and mines areas, as well as information on declaration of deferral of compliance with certain provisions.
In the declaration resulting from those negotiations, France had supported the adoption within national frameworks of best practices to ensure that MOTAPMs would be detectable,equipped with a self-destruction or self-neutralization mechanism and used outside of perimeter-marked areas and that they would not be transferred to States failing to meet those criteria.
Hence it fully supported the idea of starting negotiations on an instrument under which all mines other than anti-personnel mines, and especially those placed outside marked areas, should contain a self-destruction mechanism,or at least mechanisms for self-neutralization or self-deactivation, so that they had a limited lifespan. Such mines should be detectable by commonly available equipment and should not be fitted with anti-handling devices or sensitive fuses that could be activated by the presence of, proximity of or contact with a person.
