While noting that the Tehran Framework is mainly a governmental process, the conclusions acknowledge the importance of participation by national institutions, nongovernmental organizations and intergovernmental organizations.
III. Review of the four pillars of the Tehran Framework 5- 13 4.
In her opening address, the representative of the United Nations High Commissioner for Human Rights, Ms. Helga Klein, stated that human rights education wasone of the four key areas identified by States in the Tehran Framework.
(c) To further enhance partnerships for the implementation of the Tehran Framework for Technical Cooperation.
In Beirut(2002) participants reviewed the implementation of the Beijing Plan of Action and adopted a new Programme of Action for the next two years(annex II)which included specific objectives and activities to be implemented under each of the pillars of the Tehran Framework.
Having reviewed the progress achieved so far in implementing the Tehran Framework for Regional Cooperation.
The first session of the Workshop was dedicated to the review of the four of the Tehran Framework pillars: national human rights action plans; national human rights institutions; human rights education; and the right to development and economic, social and cultural rights.
(c) To identify the next steps in the context of the Tehran Framework.
The Tehran Framework identified States ' commitments to four regional priorities: national plans of action for the promotion and national institutions for the promotion and protection of human rights; and strategies for the realization of the right to development and economic, social and cultural rights.
An evaluation of the project was carried out within the overall Tehran Framework evaluation;

Regarding the Tehran Framework of Regional Technical Cooperation Programme for Asia andthe Pacific(Tehran Framework), Governments updated one another on the ratification of human rights treaties and their optional protocols as well as on developments with regard to NHRIs, human rights education and national human rights action plans.
There was broad agreement with respect to the importance of this pillar of the Tehran Framework.
The Workshop reviewed progressachieved since the 13th Workshop in Beijing in the four areas under the Tehran Framework of Regional Technical Cooperation Programme for Asia and the Pacific(Tehran Framework), namely.
The High Commissioner reviewed some of the achievements of the Regional Framework process andcommended Member States for progress made in implementing the four of the Tehran Framework pillars.
Took stock of national,subregional and regional initiatives within the four areas identified in the Tehran Framework for Technical Cooperation, with the focus on the national level;

While noting that the Tehran Framework for Regional Technical Cooperation is mainly a governmental process, acknowledge the importance of participation by national institutions, non-governmental and intergovernmental organizations, and the private sector; the initiative of holding a consultation of non-governmental actors prior to the official opening of the workshop; and their reports to the plenary; and call on OHCHR to establish partnerships with these actors in the implementation of the Tehran Framework;
(a) To review progress achieved since the tenth Workshop(Beirut, March 2002)in the four areas identified in the Tehran Framework for Regional Technical Cooperation.
Acknowledge, while noting that the Tehran Framework is mainly a governmental process, the importance of participation by national institutions, non-governmental organizations and intergovernmental organizations, the initiative to hold a consultation of non-governmental actors prior to the official opening of the workshop, and their reports to the plenary, and call on the Office of the High Commissioner for Human Rights to establish, whenever possible, partnerships with these actors in the implementation of the Tehran Framework;
Against that backdrop, he asked participants to consider the possibility of adding a review ofregional/subregional mechanisms as either a fifth pillar of the Tehran Framework, or as a permanent agenda item at the workshops.
The Workshop reviewed the four pillars under the Framework of RegionalTechnical Cooperation Programme for Asia and the Pacific(Tehran Framework) adopted in 1998, recent regional and subregional human rights initiatives as well as future directions for the Asia-Pacific Regional Framework. .
At the national level, OHCHR, under its technical cooperation programme, has carried out activities in the region whichcontribute to the promotion of the four regional priorities identified in the Tehran Framework for Technical Cooperation in the Asian and Pacific Region.
With a view to reviewing the progress achieved since the eleventh Islamabad Workshop, the twelfth Doha Workshoptook stock of activities undertaken under the 1998 Tehran Framework, namely(a) national human rights action plans;(b) national human rights institutions;(c) human rights education; and(d) the right to development and economic, social and cultural rights.
This constitutes the second biennial programme of action adoptedby member States of the Asian and Pacific region since the Tehran Framework for Regional Technical Cooperation in the Asian and Pacific Region was adopted in 1998.
Finally, the workshop called upon the Office of the High Commissioner for Human Rights to develop andimplement the proposals for the steps to be taken in the four areas identified in the Tehran Framework, as agreed upon in New Delhi, and to report periodically to the team in Geneva as well as to the next workshop on the progress achieved.
