Consideration of the draft Mining Code.
(a) The agenda for the first part of the sessionshall be devoted to consideration by the Council of the draft mining code.
أ يكرس جدول أعمالالجزء اﻷول من الدورة لنظر المجلس في مشروع مدونة التعدينونأمل أن تترتب على المفاوضات الجارية بشأن مشروع مدونة التعدين نتائج طيبة شاملةSeveral delegations suggested that the highest priorityshould be given to completing work on the draft mining code as soon as possible.
واقترحت عدة وفودإيﻻء اﻷولوية العليا ﻹنجاز العمل بشأن مشروع مدونة التعدين في أقرب وقت ممكنFirst, the draft mining code being developed by the Authority is receiving close and careful scrutiny at the Council stage.

تقرر أنه لتمكين المجلس من تكملة عمله المتعلق بمشروع مدونة التعدين خﻻل عام ٢٠٠٠، ينبغي أن تعقد السلطة دورتين مدة كل منهما أسبوعان في عام ٢٠٠٠ دون مساس بخطة العمل المقبلة للسلطة(b) The agenda for the second part of the session shall include, during the first week of the two-week session, the elections to the organs and offices of the Authority and the workof the Finance Committee and the conclusion and adoption of the draft mining code;

وﻻ تزال ترينيداد وتوباغو تتابععن كثب عمل السلطة الدولية لقاع البحار بشـــأن مشروع مدونة التعدين الذي وضعته اللجنة القانونية والتقنية خﻻل الدورة الثالثة للسلطةRegulation 28(1) of the draft Mining Code provides that the Authority shall develop procedures for the establishment of environmental baselines against which to assess the likely effects on the marine environment of activities in the Area.
وتنص المادة ٢٨ ١ من مشروع مدونة قواعد استخراج المعادن على أن تحدد السلطة اﻹجراءات لوضع أسس بيئية يقيم على ضوئها ما يحتمل أن تخلفه اﻷنشطة في المنطقة من آثار في البيئة البحريةBy the end of the tenth session of the Preparatory Commission,Special Commission 3 had completed the first reading of the draft mining code on the basis of the working papers prepared by the Secretariat.
بانتهاء الدورة العاشرة للجنة التحضيرية، كانت اللجنة الخاصة ٣قد أكملت القراءة اﻷولى لمشروع مدونة التعدين استنادا الى ورقات العمل التي أعدتها اﻷمانة العامةTo advance the work of the Council on the draft mining code, the Secretary-General will consult with the incoming President of the Council and with the regional groups and interest groups with a view to identifying the main areas of difficulty in the draft code and the most efficient working method which would enable the outstanding issues to be resolved.
وﻹحراز تقدم في عمل المجلس المتعلق بمشروع مدونة التعدين، سيتشاور اﻷمين العام مع الرئيس المقبل للمجلس ومع المجموعات اﻹقليمية ومجموعات المصالح من أجل تحديد أوجه الصعوبة الرئيسية في مشروع المدونة، وبيان أكثر طرائق العمل فعالية لحل المسائل المعلقةوتلقت اﻷمانة العامة تعليقات مفصلة من عدد من اﻷعضاء في السلطةوقدمت هذه التعليقات مشفوعة بنسخة مشروحة من مشروع مدونة التعدين إلى اللجنة الفنية والقانونية في اجتماعها في آذار/ مارس ١٩٩٨Article 158, paragraph 1, of the draft Mining Code provides that activities in the Area" shall be carried out under such conditions that the workers employed in such activities are afforded adequate protection against discrimination in employment on the grounds of race, colour, sex, religion, political opinion, national extraction or social origin, as well as in the fields of occupational safety and health, labour relations, including freedom of association, conditions of work, social security, employment security and living conditions at the worksite".

فبعد المقدمة الفرع ١( يأتي الفرع ٢ مشتمﻻ على تعاريفومصطلحات شتى تماثل تلك التي وردت في مشروع مدونة قواعد التعدين، التي ينظر فيها حاليا مجلس السلطة)١. ويتناول الفرع ٣ اﻷنشطة التي ﻻ يُتوقع أن تلحق ضررا جسيما بالبيئة، بينما يشير الفرع ٤ إلى اﻷنشطة التي يحتمل أن تضر بالبيئةDecides also that, in view of the commitment shared by all members to carrying out the work of the Authority expeditiously,in particular to the adoption of the draft mining code during 2000, and the need to streamline the work of the Authority, in the organization of work for the sixth session, priority shall be given to the work of the Council on the draft mining code and the meetings shall be structured as follows.
تقرر كذلك أنه نظرا لتقاسم جميع اﻷعضاء اﻻلتزام بتنفيذ اﻷعمال التي تضطلع بها السلطة على سبيل اﻻستعجال،وﻻ سيما فيما يتعلق باعتماد مشروع مدونة التعدين خﻻل عام ٢٠٠٠، وضرورة تبسيط عمل السلطة، عند تنظيم أعمال الدورة السادسة، ستعطى اﻷولوية لﻷعمال التي يضطلع بها المجلس فيما يتعلق بمشروع مدونة التعدين، وستنظم الجلسات على النحو التالي
