Welcomes the support provided by the GEF for the process to formulate and implement NAPs;
(a) The process to enable LDC Parties to formulate and implement NAPs, building upon their experience in preparing and implementing NAPAs;
Background: COP 16, by decision 1/CP.16,established a process to enable LDC Parties to formulate and implement NAPs.
Participants noted that elements and deliverables of the process to enable LDCs to formulate and implement NAPs need to be considered at both the secretariat level and at the national level.
Also notes with appreciation that most countries that have embarked on the process to formulate and implement NAPs are supported either by bilateral and multilateral agencies or by domestic resources; and. .
Two of the presentations from Parties focused on elements and deliverables of the process to enable LDCs to formulate and implement NAPs.
Supporting the preparation and implementation of successive NDCs as well as the process to formulate and implement NAPs and related relevant adaptation strategies, including national adaptation programmes of action;
A participant from Canada made a presentation that also focused on the elements and deliverables of the process to enable LDCs to formulate and implement NAPs.
(c) An information paper on experiences, good practices, lessons learned,gaps and needs in the process to formulate and implement NAPs to be prepared jointly with the Adaptation Committee, as referred to in paragraph 3(c) above;
COP 17 adopted initial guidelines for the formulation of NAPs and elaborated on the modalities and guidelines to support and enable LDCs to formulate and implement NAPs.
Notes with concern that 12 funding proposals seeking to support elements of countries' work in the process to formulate and implement NAPs were technically cleared by the GEF but, as at 10 November 2016, were awaiting funding under the LDCF;

At its sixteenth session, the COP established the Cancun Adaptation Framework,and under it a process to enable the LDCs to formulate and implement NAPs, building upon the experience gained in preparing and implementing NAPAs.

The SBI urges additional contributions to the LDCF and other funds under the Financial Mechanism, as appropriate, recognizing the importance of the full implementation of National Adaptation Programmes of Action(NAPAs)and successfully undertaking the process to formulate and implement NAPs.
Requests the SBI to specify the actions and steps necessary to assess progress in the process to formulate and implement NAPs at SBI 55(November 2021), with a view to launching the assessment not later than 2025 and noting plans for the first GST.

(b) Application of the methodology in developing the information paper on experiences, good practices, lessons learned,gaps and needs in the process to formulate and implement NAPs as referred to in paragraph 3(a) above;
As part of CAF,the COP decided to establish a process for LDC Parties to formulate and implement NAPs, building upon their experience in preparing and implementing NAPAs, as a means of identifying medium- and long-term adaptation needs and developing and implementing strategies and programmes to address those needs.
Decides to change the submission deadline for parties and relevant organizations to submit information on theirprogress made towards the achievement of the objectives of the process to formulate and implement NAPs, referred to in Decision 4/CP.21, to 4 October 2017.
Discussions at the meeting focused on elements and deliverables of the process to enable the least developed countries(LDCs) to formulate and implement NAPs, building upon their experience in preparingand implementing national adaptation programmes of action, and on modalities and guidelines for LDC Parties and other developing country Parties to employ the modalities formulated to support NAPs. .
(b) The Adaptation Committee, in collaboration with the LEG, to organize a workshop, back to back with a relevant meeting where possible, drawing upon experts and practitioners at different levels to share experiences, good practices, lessons learned,gaps and needs in the process to formulate and implement NAPs, to be held prior to SBI 42.
SBI decided to continue its discussion at SBI 41 on the basis of the information paper on experiences, good practices, lessons learned,gaps and needs in the process to formulate and implement NAPs, submissions from Parties and relevant organizations,and the notes contained in the annex to document FCCC/SBI/2014/L.19.
Following the presentations, breakout group and plenary discussions, participants agreed on the types of process elements and deliverables that would enable LDCs to formulate and implement NAPs, and on the modalities and guidelines that LDC Parties might use to formulate and implement NAPs.
(c) The LEG and the Adaptation Committee to prepare an information paper on experiences, good practices,lessons learned, gaps and needs in the process to formulate and implement NAPs based on the NAP Expo and relevant documents for consideration by SBI 41, as well as to serve as an input to the workshop mentioned in paragraph 3(b) above.
Subsequently, breakout group discussions were held providing participants with an interactive forum in which to consolidate ideas on the elements and deliverables of the process to enable LDCs to formulate and implement NAPs, and on modalitiesand guidelines for LDC Parties and other developing country Parties to employ the modalities formulated to support NAPs. .
(i) The workshop to share experiences, good practices, lessons learned,gaps and needs in the process to formulate and implement NAP, as mentioned in paragraph 3(b) above, to be organized jointly with the Adaptation Committee.
