The Integrated Support Services comprise the Office of the Chief, the Joint Logistics Operations Centre,the Contracts Management and the Contingent-owned Equipment Verification Unit, as well as the Building Management and Engineering, Supply, Transport, Movement Control, Communication Information Technology and Air Operations Sections.
The Reference Verification Unit is an existing unit composed of 6 temporary assistance positions for Human Resources Assistants(national General Service staff) currently located in the Human Resources Section in Brindisi.
The Administrative Department of Security belongs only to the binational commission with Panama, through an immigration verification unit within the Subdirectorate of Immigration, but its function is limited to coordinating matters relating to the immigration issues affecting both countries.
The Contingent-owned Equipment Verification Unit has responsibility for the management of the memorandums of understanding between the United Nations and the troop- and police-contributing governments and for ensuring that the resources allocated for contingents with respect to their major and minor equipment holdings meet the requirements of the Mission and established United Nations standards.
Under subprogramme 2, the abolishment of 2 posts of Finance Assistant(General Service(Other level)) is the result of the redeployment of 4 posts of Finance Assistant(General Service(Other level))from the Invoice Verification Unit of the Office of the Chief, Central Support Services, to the Finance Section of the Financial Resources Management Service.
The Office has retained a small annex VII Verification Unit to actively monitor the process and to advise our domestic partners on the realization of their strategic goals.
The Roster Management Unit and the capacity-building team would be part of the Field Human Resources Management Section proposed to be established in Valencia, which would also include the Field Central Review Board Unit, the Reference Verification Unit and the Education Grant Unit currently located in Brindisi and proposed to be relocated to Valencia.
In addition, the Contingent-owned Equipment Verification Unit is responsible for reviewing and processing troop strength analysis reports as well as daily and recreational leave allowances.
Thereafter, staff were progressively recruited and deployed and, by midOctober, the three pillars of MICAH-- justice, police and human rights-- had a total of 68 advisers assigned to the Ministry of Justice, HNP, the Prison Authority, the Judges School and the Office of the Ombudsman, as well as to MICAH regional offices,a human rights verification unit and units working with civil society partners.
The six national General Servicestaff general temporary positions in the Reference Verification Unit currently located in the Human Resources Section in Brindisi are proposed to be relocated to Valencia under the new Field Human Resources Management Section.
Pending further analysis, in the context of its report on the 2012/13 proposed budget for UNLB( A/66/718/Add.15), the Advisory Committee has recommended against the proposals of the Secretary-General for the establishment of a Field Human Resources Management Section at the facility at Valencia, including the transfer of 11 posts from the Field Personnel Division at Headquarters, as well as the relocation from Brindisi to Valencia of 13 posts for the FieldCentral Review Board Unit, the Reference Verification Unit and the Education Grant Unit. .
Established at the Centre in 2007, the Reference Verification Unit, trained by the Roster Management Unit of the Field Personnel Division at the time, has established a strong network with various institutions outside and inside the Organization that allows for faster processing of checks in time.
The increase is primarily attributable to the expansion of administrative and support services in Kisangani and Kindu, increased staffing requirement for the four coordination centres and the establishment of new organizational units( the Contingent-Owned Equipment Verification Unit and the Fuel Management Unit), offset by the downsizing of the Goma logistics base, the closing of the Bangui base and by reduced staffing requirements in the Mbandaka, Kalemie and Kananga sectors.
In addition to the expected efficiency gains, the transfer of the Invoice Verification Unit would bring the United Nations Office at Geneva into line with best practices at Headquarters, peacekeeping missions and other offices away from Headquarters where invoice processing is treated wholly as a finance-related function and is under the responsibility of the corresponding finance section.
In the Human Resources Section(see A/66/724, paras. 48 and 49), it is proposed that six national General Servicetemporary positions be converted in the Reference Verification Unit, currently located in the Human Resources Section in Brindisi, which is proposed for relocation to the facility in Valencia with 13 posts(1 P-4, 2 P-3 and 10 national General Service) under the new Field Human Resources Management Section.
The Contingent-Owned Equipment Verification Unit would be headed by a Chief of Unit at the P-4 level supported by one P-2, one Field Service, one General Service and one Local level staff and two United Nations Volunteers, for a total of seven posts, and would be responsible for the review and verification of the monthly contingent-owned equipment and self-sustainment reports from MONUC military contingents, and would ensure compliance with the established procedures under the new methodology for contingent-owned equipment.
