The EXCOM review of the 2005 Reform also set out Guidelines on procedures and practices for UNECE bodies, which needed to be reviewed by UN/CEFACTand which would be discussed further under agenda item 8.
The Working Party is open for participation by all UN member States in compliance with the accreditation process contained in the guidelines on procedures and practices for ECE bodies E/2013/37 E/ECE/1464.
As per the guidelines on procedures and practices for ECE bodies, the secretariat should make available only those draft conclusions and recommendations for discussion and adoption that are proposed by one or more ECE member States.

Any such rules of procedure would need to be developed on the basis of the ECE Rules of Procedure, and, where applicable the Rules of Procedure of the United Nations Economic and Social Council(ECOSOC), and take into account the ECE Guidelines on Procedures and Practices for ECE Bodies.
The Terms of Reference and Rules of Procedure of the Economic Commission for Europe(E/ECE/778/Rev.5) and the Guidelines on Procedures and Practices for ECE Bodies adopted by the Economic Commission for Europe(E/2013/37-E/ECE/1464, Annex III, appendix III) shall be applied.
The Expert Group noted that the draft Rules of Procedure for the Expert Group(unofficial room document EGRC-4/2013/INF.2 dated 23 April 2013) had been prepared as a discussion paper,largely based on the Guidelines on Procedures and Practices for ECE Bodies.
In line with the 2013 review of the 2005 ECE reform, and in accordance with the Guidelines on Procedures and Practices for ECE bodies adopted by the Economic Commission for Europe(E/2013/37-E/ECE/1464, annex III, appendix III); delegates considered the draft Rules of Procedure proposed for the Committee by its Bureau.

These are submitted for discussion and possible approval to the seventy-fifth session of the Committee.
As the outcome of the review of the 2005 reform of ECE, the UNECE approved harmonizing procedures and practices and requested EXCOM to ensure that all subsidiary bodies as well as the secretariat apply the Guidelines on Procedures and Practices as contained in Annex III to document E/ECE/1468 of 2013.
The work of the Economic Commission for Europe(ECE), its subsidiary bodies and the secretariat is based on the Charter of the United Nations, the terms of reference of ECE as adopted by the Economic and Social Council, the rules of procedure of ECE, and relevant United Nations rules and regulations, and is in line with those guidelines on procedures and practices for ECE bodiesand the secretariat.
The Chair drew attention to the draft set of conclusions and recommendations circulated prior to the meeting, noting that this was a new method of working for the Expert Group adopted at the fourth session and which is in line with the Guidelines on Procedures and Practices for ECE Bodies that were adopted by ECE at its sixty-fifth session in April 2013.
The work of the Economic Commission for Europe, its subsidiary bodies and the secretariat is based on the Charter of the United Nations, the terms of reference of the Commission as endorsed by the Economic and Social Council, the rules of procedure of the Commission, and relevant United Nations rules and regulations, and is in line with those guidelines on procedures and practices for Commission bodiesand the secretariat.
