I would like us next to turn attention properly to the AENEAS programme with a view to reorienting it purely towards the development aspect, and also the programme that will succeed it in 2007, but that is far away!
Furthermore they could serve as orientations for capacity- and institution building benchmarks, suitable for targeted technical assistance such as, for example,that envisaged for funding under the AENEAS programme.
These include the Aeneas Programme, now superseded by the Thematic Programme of cooperation with third countries in the areas of migration and asylum, and the Solidarity and Migration Flows Programme. .
As a first tangible sign of solidarity,attention should be dawn to the recent adoption of an instrument creating the AENEAS programme(2004-08), which sets aside €250 million for assistance to the third countries in the field of immigration and asylum.
Examples of this include the Aeneas programme, which funded over 100 projects from 2004 to 2006, or the Migration and Asylum programme that succeeded it, which was allocated a budget of EUR 205 million for the period 2007-2010.
In the short term, action with a view to enhancing the protection capacity of third countries so that the need for secondary movements may be reduced, could be taken under the new AENEAS Programme for financial and technical assistance to third countries in the area of migration and asylum.
Within this context, I would like to take this opportunity to sincerely thank the rapporteur and theEuropean Parliament for the very constructive role they have played in order to move forward the Aeneas programme, which will contribute to helping third receiving countries, providing them with financial and technical assistance so that they can deal with the pressures they are under when dealing with refugees over long periods of time.
Building on the experience of its predecessor, AENEAS, the programme will seek to support third countries in their efforts to ensure better management of migratory flows in all its dimensions.
