The tools andmethods itdevelops will also be invaluable to other ERA-NETs, as well as to national and international research programmes.
ERA-NETs for the coordination of European, national and regional research programmes e.g. E-Rare co-ordinating about half of rare disease research in Europe.
Examples include multilateral EU initiatives such as ERA-NETs, joint programming initiatives or joint undertakings, numerous European technology platforms, and the SET Plan.
ERA-NETs will be implemented as a'co-ordination action', and financed with€ 160 million under the specific programme'Integrating and strengthening the Euro pean Research Area' of FP6.
Some of the new support tools and programmes that have evolved have their own, highly diverse funding rules and procedures such as JTIs under Article 187, initiatives under Article 185,EIT, ERA-Nets, PPP, etc.
There are already more than 50 ERA-NETs where Member States have successfully combined their efforts in joint programmes.
Things are further complicated by the increasing diversification of EU programmes and the instruments themselves, since new support tools and programmes(such as JTIs under Article 187, initiatives under Article 185,EIT, ERA-Nets, PPP, etc.) are always being introduced, sometimes with their own support rules, tender documents and guides.
EU cooperation programmes such as the ERA-NETs have proven to be better tailored to the needs of SMEs, and they have also opened up specific opportunities for companies from the sector.
It would therefore be useful to either set up new funding schemes to coordinate regional research programmes that do not have a sufficient critical mass to integrate major Era-Net projects or to establish conditions of coordination between regional authorities andstakeholders involved within Era-Nets.
Where appropriate, ERA-NETs could be applied for programme coordination between European regions and small or medium-sized Member States to enable their cooperation with large scale initiatives;
Co-ordination of national programmes will be reinforced by broadening and deepening the scope of existing ERA- NETs in environmental research, including a joint implementation of programmes in Baltic Sea research andnew ERA-NETs.
ERA-NETs Further Funding Programmes In addition to the EU Framework Programme for Research and Innovation Horizon 2020, there are numerous other funding opportunities available for transnational research and innovation projects.
Experiences with pooling Member State resources(through the Article 185 Initiatives, ERA-Nets and the first steps towards Joint Programming Initiatives) have demonstrated the potential impact and efficiencies offered by leveraging other public sources of funding.
Existing ERA-NETs from the 6th Framework Programme will be allowed to submit follow up proposals to deepen their cooperation or broaden the consortia to new participants, and new ERA- NETs to address new topics will be supported.
Ultimately, ERA-NETs are expected to lead to significant collaboration, including the strategic planning and design of joint research programmes, the reciprocal opening of national research programmes to researchers from other member countries, the organisation of joint calls for proposals, and the launch of jointly funded, fully transnational programmes.
