In the Format Axis pane, please type 10(=2x5) in the Maximum box.
Tip: In Excel 2010 or earlier versions,it will open Format Axis dialog box.
In the popped out Format Axis dialog, check Text axis option in Axis Type section.
Right click the y axis you want to reverse, and select Format Axis from the context menu.
In Format Axis dialog, select Low in the drop down list of Axis labels, and close the dialog. See screenshot.

Tip 2: In Excel 2013's Format Axis pane, just enter the specified values in the Minimum box, Maximum box, and Major box directly, and check the Values in reserve order as well.
In the new chart, right click the axis where you want to show labels as percentages,and select Format Axis from the right-clicking menu.
In Excel 2007 and 2010's Format Axis dialog box, click Number in left bar, click to highlight the Percentage in the Category box, and then type 0 into the Decimal places box.
The tasks in your created bar chart are in reverse order,to flip them, please select the task names and right click, then choose Format Axis, see screenshot.
In Excel 2007 and 2010's Format Axis dialog box, click Axis Options in left bar, checkAxis value option and type the minimum value of Y axis(-600 in our example) in following box.
Then close the dialog, and the secondary axis has been added to the chart,go on selecting the percentage axis and right clicking to choose Format Axis.
In Excel 2007 and 2010's Format Axis dialog box, click Number in the left bar, click to highlight the Number in the Category box, and then click to select a red Negative number style in the Negative numbers box.
Then click OK> OK to close the dialogs, you will get the following chart,and then right-click the horizontal axis and choose Format Axis from the context menu, see screenshot.
In Excel 2007 and 2010's Format Axis dialog, go to Axis Options section, then type 1 into the text box beside Interval between tick marks, then check Specify interval unit option and type 1 into the text box beside it. See screenshot.
In Excel 2013's Format Axis pane, expand the Tick Marks section and enter 1 into the Inerval between makrs box; next expand the Labels section, check the Spcicify interval unit option and enter 1 into the following box.
In Excel 2007 and 2010's Format Axis dialog box, check the Fixed option behind the Minimum and enter min bound into following box; check the Fixed option behind the Maximum and enter max bound into following box; then close the dialog box.
Right click the vertical axis and select Format Axis in the context menu, then specify Major trick mark type, Minor trick mark type, and Axis labels as None, None and Low successively in the Format Axis dialog/pane.
