METREX is set up for an undefined period.
Mr Bernd Steinacher,Vice-President of the European Metropolitan Regions and Areas METREX.
METREX is a network of more than 50 metropolitan regions and areas in Europe.
Such organisations shall be legal entities,fully able to participate in the purposes and activities of METREX, and to undertake the responsibilities of membership.
The liability of METREX Members extends only to the settlement of their own annual membership subscription.
The Managing Committee will determine what action, if any, requires to be undertaken in the best interests of METREX and any defaulting Member, if payment of the annual subscription is late or withheld.
The METREX AISBL Statutes and related Internal Regulations set out the managerial procedures of the Network.
Pursuing the objective of harmonious European territorial development and due to its spatial structure and location, the capital city region is amember of the networks of European metropolitan regions Metrex and IKM.
METREX is administered by a Managing Committee comprising the Members listed in Appendix 1 and future Members.
EU projects and networks as Cittaslow, Eurotowns, METREX and PURPLE offer a lot of online learning materials(mostly in English), such as the new CIVITAS e-courses.
METREX may become a Member of any relevant body with interests which are in accord with Article 4 of these Statutes.

Any remaining financial assets after the settlement of all debts will be distributed to one or several not-for-profit organisations, as determined by the General Assembly,in further pursuit of the purposes and activities of METREX.
Ten METREX Meetings that have been held in the period 1996-2000 in metropolitan regions and areas across the wider Europe.
Members who have withdrawn, who have or who are in any way disqualified from the benefits of membership by the Managing Committee and the General Assembly forfeit theirrights to the ownership or deployment of any METREX asset, and are not entitled to claim any compensation or refund of any subscription paid or due to be paid, unless by the agreement of the Managing Committee.
Origins METREX was founded at the Metropolitan Regions Conference held in Glasgow in 1996 with the support of the European Commission see Appendix 1 for details.
The day-to-day operation of the Network is through the METREX office in Glasgow managed by a Secretary General and an associated Secretariat and Interpretariat see Communications on page 6.
Membership of METREX is open to all political, territorial, public or private organisations which undertake spatial planning and development at the metropolitan region and area level in Europe.

The Porto Convocation is regarded by METREX as a key event in providing a firm basis from which to contribute the metropolitan dimension to spatial planning and development at the European level.
METREX is now actively pursuing the opportunities offered by European Commission programmes, such as Interreg III(Strand C)(2001-2006), to achieve the better urban balance, across Europe, sought by the ESDP and the CEMAT Guidelines.
To provide Members and potential Members of METREX, and supporters of the Network such as the European Commission, with a position statement on the first 5 years of METREX, 1996-2000, and a prospectus for the period 2001-2006.
The President of METREX, Hannu Penttilä, cordially invites all political, territorial, public or private organisations that undertake spatial planning and development at the metropolitan region and area level in Europe to become Members of the METREX Network.
It is also an indicator of the potential significance of METREX in assisting in the achievement of effective spatial planning and development at the metropolitan level in Europe, and in achieving the better, and sustainable, urban balance across Europe sought by the ESDP and the CEMAT Guidelines.
METREX responded to the challenges of the ESDP and the other emerging European frameworks through the Porto Convocation held in 1999 on the initiative of the Junta Metropolitana do Porto, with the continued support of the European Commission see METREX website for Proceedings.
METREX has established a rolling programme of biennial Conferences, six-monthly Meetings(Spring and Autumn) and Expert Group initiatives and projects to progress the exchange of information and expertise between Members and other interested parties see Appendix 5 for details.
METREX is a Network drawn from the 120 or so recognised metropolitan regions and areas(urban areas and their hinterlands with populations of about 500,000 or more) in the wider Europe of the European Union(EU) and central and eastern European countries(CEEC) see Appendix 2 and Diagram 1.
The purposes of METREX are to facilitate the exchange of scientific information, expertise and experience in spatial planning and development at the metropolitan region and area level in Europe, and to provide an interface between spatial planning and development at the transnational and metropolitan region and area levels in Europe.
