Ms Hellam Mall congratulated the rapporteur on his work.
Pointing to the Estonian experience, Ms Hellam underlined the importance of having EU support also for small languages.
Ms Hellam considered building a genuine European identity to be a priority.
Mr Zufiaur then gave the floor to Mr Adamczyk, who presented the results of the mission to Ukraineon 12 and 13 May, of which Mr Krawczyk and Ms Hellam were also part.
Ms Hellam said that the JCC had made it easier for Estonians to understand Community mechanisms.

Ms Hellam, Mr Nilsson, Mr Danusēvičs and Mr Jasinski supported this proposal wholeheartedly.

Ms Hellam(Group III) cited a concrete example on the problems that associations could face who want to be active in communicating Europe.
Amendments were made to points 1.2, 2.2, 2.3, 3.2, 3.3, 3.4, 3.5, 3.7 and to the appendix, on proposals from Mr Danusevics, Mr Hamro-Drotz, Mr Stern,Mr Westendorp and Ms Hellam.
Ms Hellam welcomed the fact that the new treaty would give a new impetus to the consultation process with citizens and civil dialogue at large.
After changes to the composition of the Group,it now comprises the following members: Ms Hellam, Mr Briesch, Mr Cassidy, Mr Frerichs, Mr Graf Von Schwerin and Mr Tóth; the chair is Mr Frerichs.
In reply to Ms Hellam, he said that there were financial programmes which were open to all EU languages, both official and regional.
A brief exchange of views on the future work programme of the External Relations Section took place, with interventions from the following members: Mr Stulik,Ms Florio, Ms Hellam, Professor Steffens, Mr Hamro-Drotz, Ms Le Nouail, Mr Nose and Ms Koller.
Ms Hellam wondered how the discussions would be structured, whether there would be any conclusions and how the results of the conference would be used.

Ms Hellam referred to funding for language programmes and called for greater recognition of the richness and beauty of each language, including the"smallest" languages.
Following this presentation, Ms Hellam, Mr Peel, Ms Heinisch, Mr Ekdahl, Ms Jansson and Mr Gendre put a number of questions to the Ambassador, on the following issues.
Ms Hellam suggested that more emphasis could be given on the role and responsibilities of national governments to inform and involve citizens in European projects.
Given what is happening in Russian society today, Ms Hellam called on the EU and Lithuania as the Presidency to do everything possible to make sure that Russian authorities put an end to unpunished crimes, politically motivated harassment and arrests, as well as detainment and repression of political opposition.
Ms Hellam, rapporteur, stressed the importance of this opinion in the light of negotiations on the new enhanced partnership agreement between the EU and Ukraine.
Ms Hellam stressed that the timing of the opinion is crucial to ensure that civil society chapter is included in the EU-Ukraine new enhanced agreement.
Ms Hellam pointed out the lack of social partners on the Ukrainian side of the Platform and invited the Ukrainian side not to underestimate the role of social partners in the development of the country.
In reply to Ms Hellam, Mr Barnier took note of the re-launch of the debate on the European foundation, but said that he wished to consider its added value, particularly from a fiscal point of view.
Ms Hellam(Group III) regretted that even though a multitude of documents were available and the 2001 White Paper on Governance had some excellent ideas, there was no hope that the EU was actually moving closer to its citizens.
Ms Hellam agreed that one could not afford to start the whole process again from scratch especially given that so much had been done to involve civil society in several countries, particularly in those that had actually ratified the Constitutional Treaty.
Ms Hellam also stressed the need to address the democratic deficit and called for a citizens' compact to be drawn up between the public authorities and civil society organisations at both European and national level.
