For my part, I can only thank and congratulate the rapporteur, MrsKrehl, and the shadow rapporteur, Mr Olbrycht, for their excellent work.

I am also grateful to the speakers who referred to the development and partnership contract and to the fact that this represents an opportunity,as Mr Olbrycht said, to push for the further involvement of the regional and local authorities.

Mr President, I would like to thank all the rapporteurs,and I welcome in particular the report by Mr Olbrycht on the establishment of a European grouping on territorial cooperation.
Mr Olbrycht emphasised that Parliament was keen to receive input from the EESC on all topics under discussion.
Overall the Parliament's report(Draftsman: Mr. Jan Olbrycht) supports the Commission's proposal to create a new instrument to facilitate co-operation.
Whilst expressing the Commission's recognition of your role and its gratitude, may I, on a more personal note, thank the four rapporteurs- MrHatzidakis, Mr Fava, Mr Andria and Mr Olbrycht- for the outstanding quality of their reports.
According to the EP rapporteur on ERDF, Jan Olbrycht(EPP, PL), the new rules would indirectly allow also this kind of issues to be faced.
However, it should be noted that Regulation 1082/2006 was adopted in July 2006, one year after it was adopted unanimously by theEuropean Parliament on a proposal from our colleague Jan Olbrycht, and has been binding in all Member States since 1 August 2007.
I wish to thank Mr Hatzidakis, Mr Andria, Mr Fava,Mr Olbrycht and Mr Silva Peneda for their hard work and helpful remarks in introducing the debate this afternoon.
Over a score were set free at this stage; that is to say, all those who declared themselves to be of Ukrainian nationality, all foreign citizens and two specialists:J. Olbrycht, professor of forensic medicine, and J. Kostrzewski, lecturer on infectious diseases.

Mr Olbrycht, partnership can be expressed through sharing good practice and, at the request of the towns, through a set of guidelines concerning, for example, the use of a town's central infrastructure, or through more harmonised information: sometimes there are signs that show a motorway in one colour in one town or Member State, but in another colour in a different town or Member State.
I should therefore like to commend the rapporteurs,especially Mr Hatzidakis and Mr Olbrycht, who led the most difficult part of the discussion, for their efforts, for their helpfulness and for their ability to take on board the interests of all those taking part.
I welcome the fact that Mr Olbrycht said that if this development and investment partnership contract comes about, it will only be possible if there is a partnership and if the partners are involved in developing these plans on an equal footing.
Let me use this opportunity to express my personal thanks to the rapporteurs, Mr Hatzidakis, Mr Andria, Mr Silva Peneda,Mr Fava and Mr Olbrycht, and to say how much we appreciated the role Mrs Krehl played as rapporteur for the Financial Perspective and her work on the Community Strategic Guidelines.
The report(A6-0206/2005) by Mr Jan Olbrycht, on behalf of the Committee on Regional Development, on the proposal for a regulation of the European Parliament and of the Council on establishing a European grouping of cross-border cooperation(EGCC) COM(2004)0496- C6-0091/2004- 2004/0168COD.
Johannes Hahn, European Commissioner for Regional Policy, and Jan Olbrycht, Member of the European Parliament and Chairman of the Jury, will tonight announce the winners in the six separate categories of the"RegioStars Awards" 2010.
In welcoming the report by Mr Olbrycht on cross-border grouping of territorial cooperation, I want to stress that this will be of tremendous benefit to border regions and to divided countries such as my own.
The Commission proposal and the amendments made or coordinated by Mr Olbrycht will benefit my country, which has been divided by a north-south border, but it will also benefit all who wish to work more fully with their European neighbours.
During the general discussion with Mr Olbrycht, the following members intervened: Ms Florio and Mr Barros Vale, Mr Cassidy, Mr Derruine, Mr Dillon, Mr Frerichs, Mr Krawczyk, Mr Krzaklewski, and Mr Pariza.
I would like to expressmy most definite and unambiguous support for the strong views of Mr Olbrycht and Mrs Mazzoni, namely, the strong views I mentioned in earlier debates in the European Parliament, also shared by Commissioner Hahn, that although GDP does not reflect all dimensions of the stage of development, it is still the most reliable indicator available.
