The trainees concerned by thisproposal are those who are not remunerated; remunerated trainees are covered by the proposal for a Directive on the conditions of entry and residence of third‑country nationals for the purpose of paid employment and self‑employed economic activities.

This approach aims at laying down admission conditions for specific categories of migrants(highly qualified workers,seasonal workers, remunerated trainees and intra-corporate transferees) on the one hand and securing the legal status of already admitted third-country workers and introducing procedural simplifications for the applicants on the other.
In 2008 the Commission will present two legislative proposals on labour migration regarding the conditions of entry andresidence of seasonal workers and remunerated trainees.
The overall protection of additional groups of non-EU nationals, such as au pairs,school pupils and remunerated trainees, who are not covered by the existing EU legislation.

I welcome the drawing-up of a general framework directive and the directive on the entry conditions for highly skilled workers, the directive on the entry and residence conditions for seasonal workers,and the directive on the entry and residence conditions for remunerated trainees.
This proposal seeks to respond to these requests in accordance with the Policy Plan on Legal Migration which aimed at laying down admission conditions for specific categories of migrants(highly qualified workers,seasonal workers, remunerated trainees and intra-corporate transferees) in four specific legislative proposals on the one hand and introduce a general framework for a fair and rights-based approach to labour migration on the other.
The EESC proposes that the Council's work on this directive take priority over the Directive on highly qualified employment(COM(2007) 637), and the other sectoral directives, and also proposes that the Commission speed up its work on the other directives on admissionthat it has planned for the coming months covering seasonal workers, remunerated trainees and intra-corporate transferees.
