Of IPA 2007 component II allocations were contracted by the year end.
Contracting activity in Croatia in 2009 was also limited under component II of IPA 2007 5.

Audits were undertaken on IPA Component I and II, in parallel with the ones for Components III and IV.
Under Component I,three IPA 2007 projects were contracted and under Component II no projects of IPA 2007 were contracted.
In the case of Croatia, former IPA assistance covered by DG REGIO and DG EMPL(components III and IV, and part of component II) is now governed under the Structural Funds regulations as provided for in the Treaty of Accession and disbursement figures are up to the date when the country became a Member State 1 July 2013.
Under Component II, the implementation of all IPA CBC programmes was lagging behind.
In 2013, EUR 89 million were contracted from IPA National programmes, component I, and EUR 1.7 million from component II CBC.
Under IPA component I and II, an adequate institutional set up for decentralised management of IPA funds already established in 2013 was consolidated over 2014 with the further development internal rules of procedure, and with functioning implementing and operational agreements between the National Authorising Officer and the Head of the Operating Structure and among bodies and responsible persons within the Operating Structure.
For IPA Components I and II, Montenegro has received: in 2007- EUR 31.4 million, in 2008- EUR 32.6 million, in 2009- EUR 33.3 million.
Programmes are adopted by the Commission following consultation with the beneficiary countries and other stakeholders andafter the positive opinion of the relevant Member States committees: IPA Management Committee for components I and II, COCOF for components III and IV, ESF committee for component IV and the Rural Development Committee for component V.
The IPA 2013 Annual Programme was adoptedin December 2013 and active preparations for IPA II(draft Indicative Country Strategy Paper) and“decentralised implementation system”-DIS(conferral of management of IPA components I and II), have taken place throughout the year.
