The MPPC is a concept that was introduced 30 years ago.
It would be easier to administer than a system on the basis of a MPPC.
If the MPPC were abolished, two alternative approaches can be considered.

In certain Member States the MPPC falls within a low price category while in other Member States it falls within a high price category.

For the government tax planning, both the MPPC and WAP are quite complicated because they change from year to year and cannot be easily predicted.
Also as a result of this change,minimum excise duty rate requirement set out in the European Union directive will apply not only to MPPC cigarettes(as is currently provisioned), but to all the cigarettes sold in the country.
The reasons for which the MPPC should no longer be a benchmark for the Community minima also apply to the provisions concerning the importance of specific excise duty within the total tax burden Article 16(2) of Directive 95/59/EC.
In order to resolve the fiscal instability anddistortions of competition which are currently created by the MPPC concept, the Impact assessment examines abolishing the concept of the MPPC as benchmark for minimum requirements.
