Reporting on policies and measures andon projections of anthropogenic greenhouse gas emissions by sources and removals by sinks.
According to the Paris Agreement, human-induced greenhouse gas emissions by sources and removals by sinks such as forests should be in balance by the second half of the century.

Member States shall make available to the public, in electronic form, any assessment of the costs and effects of national policies and measures, and any information on the implementation of Union policies and measures that limit orreduce greenhouse gas emissions by sources or enhance removals by sinks along with any technical reports that underpin these assessments.
Member States shall establish, operate and seek to continuously improve national inventory systems to estimate anthropogenic emissions by sources and removals by sinks of greenhouse gases listed in Annex I to this Regulation and to ensure the timeliness, transparency, accuracy, consistency, comparability and completeness of their greenhouse gas inventories.
The United Nations Framework Convention on Climate Change(UNFCCC) and the Kyoto Protocol require that Parties formulate, implement, publish and regularly update national andregional programmes containing measure to mitigate climate change by addressing anthropogenic emissions by sources and providing removals by sinks of all greenhouse gases not controlled by the Montreal Protocol.
Meeting the greenhouse gas emission reduction commitments of Member States under Decision No 406/2009/EC andachieving long-term emission reductions and enhancements of removals by sinks in all sectors in line with the Union's objective to reduce emissions by 80 to 95% by 2050 compared to 1990 levels, in the context of necessary reductions, according to the IPCC, by developed countries as a group.
A description of their national system for reporting on policies and measures and for preparing andreporting on projections of anthropogenic greenhouse gas emissions by sources and removals by sinks pursuant to Article 13(1) of this Regulation, or information on any changes made to that system where such a description has already been provided;
Recalculations', consistent with the UNFCCC reporting guidelines on annual inventories,means a procedure for re-estimating anthropogenic greenhouse gas emissions by sources and removals by sinks of previously submitted inventories as a consequence of changes in methodologies, changes in the manner in which emission factors and activity data are obtained and used, or the inclusion of new source and sink categories.
