In the framework of the adaptation of this Directive to technical progress, the Commission shall.
Whereas a committee should be set up to assist the Commission in adapting the Annexes to this Directive to technical progress.
Such amendments as are necessary for adapting this Directive to technical progress shall relate to:- the methods of analysis.
Whereas the Commission should be given the powers necessary to adapt all the Annexes to this Directive to technical progress;
The Commission proposal for the 22nd adaptation of this Directive to technical progress will shortly be formally adopted as a Commission Directive. .
The Council, acting by a qualified majority on a proposal from the Commission,shall adopt any amendments necessary to adapt the Annexes to this Directive to technical progress.
Such amendments as are necessary for adapting this Directive to technical progress shall relate to. .
Whereas the adaptation of this Directive to technical progress is an implementing measure; whereas, in order to simplify and accelerate the procedure, this should be the responsibility of the Commission;
Amendments to the Annexes Except for the limit values refered to in Annex II, point 2,the amendments necessary for adapting the Annexes to this Directive to technical progress shall be adopted in accordance with the procedure specified in Article 8.

Whereas further developments with regard to reference methods for measuring the specifications set out in this Directive may be desirable in the light of scientific and technical progress; whereas to this end,provisions should be made in order to adapt the Annexes to this Directive to technical progress;
Any amendments necessary in order to adapt the Annexes to this Directive to technical progress shall be adopted in accordance with the procedure laid down in Article 7.
Whereas the adaptation of this Directive to technical progress constitutes an implementing measure, the adoption of which, in order to simplify and accelerate the procedure, should in principle be the responsibility of the Commission;

In the framework of the adaptation of this Directive to technical progress within two years from the date mentioned in Article 2(2), a review shall be held by the Commission. It shall be based on a review of the technical criteria and, in particular, the viscous criterion, front seat position and the ground clearance of the barrier.
The amendments necessary to adjust the provisions of Annexes I and II to this Directive to technical progress shall be adopted in accordance with the procedure laid down in Articles 18 and 19 of Council Directive No 71/316/EEC.
The amendments necessary to adapt the Annexes to this Directive to technical progress shall be adopted in accordance with the procedure laid down in Article 17 of Council Directive 89/391/EEC of 12 June 1989 on the introduction of measures to encourage improvements in the safety and health of workers at the workplace.
Any amendments necessary to adapt the requirements of the Annexes to this Directive to technical progress shall be adopted by the Commission in accordance with the procedure laid down in Article 13 of Directive 70/156/EEC.
Amendments required to adapt the Annexes to this Directive to technical progress shall be adopted in accordance with the procedure laid down in Article 29(4)(a) of Directive 67/548/EEC.
The amendments necessary to adapt Annex I to this Directive to technical progress shall be adopted in accordance with the procedure referred to in Article 17(2) of Council Directive 89/391/EEC 17.
Pending adoption of a further Directive laying down provisions for adapting this Directive to technical progress in the areas specified below, the Council shall, acting by qualified majority on a proposal from the Commission, in accordance with Decision 87/373/EEC, adopt those adaptations which may be necessary.
Whereas the Council should, at a later stage,adopt provision for the adaptation of this Directive to technical progress in accordance with Council Decision 87/373/EEC of 13 July 1987 laying down the procedures for the exercise of implementing powers conferred on the Commission(9); whereas meanwhile the Council itself, on a proposal from the Commission, should carry out such adaptations;
Whereas it must be possible to adapt this Directive rapidly to technical progress, notably by adoption of the new provisions laid down within the framework of the RID; whereas, for that purpose, a Committee should be set up and a procedure established for close cooperation between Member States and the Commission within that Committee.
