It is to be welcomed that the use of biometric data in passports and travel documents will become subject to stricter rules and harmonisation, especially since the abolition of Europe's internal borders has demonstrated the need for reinforced safety controls at the external borders.
Even though the proposal establishes exemption rules for children under 12 years of age(a decision based on merely technical issues), we consider that it does not deal with the fundamental issue,that is, the use of biometric data, namely of children, and its harmonisation at EU level(and particularly as the issuing of passports comes within the competence of each Member State) in the context of its security policy.

Similarly alarming is the call for improved computer systems and increased use of biometric data, for example the Visa Information System(VIS) and the Schengen Information System(SIS II), for the purpose of reducing immigration, and for repressive measures and the erosion of fundamental rights to be stepped up, on the pretext of combating terrorism.
On the initiative of the‘G5' countries(United Kingdom, Germany, France, Italy and Spain),the Council intends to go even further than the‘demands' on the use of biometric data- the effectiveness of which is certainly open to question, given the arguments put forward for its introduction, the so-called‘war on terror'- by introducing two(photograph and fingerprints) rather than one.
In particular pre-entry screening, including strict visa policy and the possible use of biometric data, as well as measures to enhance cooperation between border guards, intelligence services, immigration and asylum authorities of the State concerned, could offer real possibilities for identifying those suspected of terrorist involvement at an early stage.
The use of these biometric data is the best way of preventing the use of false identities and identity theft.
