However, geographically, the breakdown is a little more fragmented, which creates other problems,for example, for the verification of additionality.
The ex-ante verification of additionality.
As a further measure, the Commission has prepared detailed implementing provisions for inclusion in the programming documents covering both the situation ex ante andalso the mid-term and final verification of additionality.
During 1999, ongoing verification of additionality on the basis of updated information continued.
The second issue covered by the questions is the possibility of the verification of additionality at regional level.
The ex-ante verification of additionality is at present being undertaken in application of Article 11 of Regulation 1260/99.
In 1996, the first steps were taken towards prior verification of additionality under the Objective 2 SPDs for 1997-99.
The ex-ante verification of additionality had to be concluded before any Member State's programme for the new period could be adopted.
Precise passages are included to cover the out standing questions from 1992 concerning the verification of additionality or the use of technical as sistance.
In 1996 the ex post verification of additionality covered the Objective 1 programmes for 198993 and the Objective 2 programmes for 1994-96.
There were also inspections of certain aspects(such as verification of financial channels), the inspection of specific operations(Euroqualification,social dialogue) and verification of additionality for Objectives 3 and 4.
At this stage, I am, objectively-speaking, satisfied with the ex ante verification of additionality prior to the adoption of programming documents for 2000-2006.
The verification of additionality is an exercise which must be carried out over the period of implementation of the CSFs(as indicated in the standard clauses of the CSFs) and will not be properly completed until after 1993.
The Commission has included a clause in the CSFs/SPDs,under which it will not approve midterm reprogramming unless by the end of 2003 the Member State has provided relevant data concerning the midterm verification of additionality.
Finally, the considerable simplification of procedures for the verification of additionality in the new programming period, in particular the changes for the new Objectives 2 and 3, should greatly improve the situation.
For the general purposes of ongoing verification, which is to monitor the development of Member States' public structural expenditure during the programming period in order toensure ex-post compliance, the ongoing verification of additionality for the period 199499 can now be regarded as concluded.
Moreover, Article 9 goes on to specify arrangements for the verification of additionality, pointing out that the Commission and the Member States'… shall also agree, in establishing the Community Support Frameworks, the arrangements for verifying additionality. .
While the verification of additionality for Objective 1 continues to be based on the level of public or equivalent structural expenditure in the sum of the eligible regions, for Objectives 2 and 3 taken together additionality will be determined by reference to the level of expenditure on active labour-market policy at national level.
It says:"Although the private sector sometimes invests in sectors that are traditionally considered public,it would be incredibly difficult to increase the verification of additionality in private investments, as this would imply the collection and examination of the accounts of a number of private companies which would not be obliged to provide the corresponding information to the national authorities or to the Commission.
The verification of additionality, which has to be done over the Objective 2 areas as a whole for a particular Member State, has proved very difficult, mainly because of the many, widely scattered areas concerned, the administrative organization of each of them and the real difficulties experienced by some Member States in providing the statistics required.
In accordance with Article 11, the Community support frameworks shall include the ex-ante verification of additionality and the appropriate information concerning the transparency of financial flows, in particular from the Member State concerned to the beneficiary regions.
It must also be noted that the delays so far in the verification of additionality are greater for Objectives 3 and 4 outside objective 1 regions(except in the case of Belgium, where the exercise has been successfully completed) and Objective 5(b) than they are for Objectives 1 and 2, which involve larger sums of Community assistance.
As the Council has explicitly rejected the initial proposal from the Commission on establishing a link between verification of additionality and the decision on the performance reserve, and as there is no precise legal basis in the new Regulation on the Structural Funds, it is not for the Commission to introduce suspensive clauses in the decisions on the Member States' programming documents.
This is due mainly to the scope and the nature of the information involved:firstly, verification of additionality covers not only partfinanced expenditure, but also all public expenditure for structural purposes made in the eligible territory, and secondly, public expenditure must be understood in the widest sense including, for example, investments by semi-public undertakings.
Verification of the additionality.
The Commission had also proposed a link between the verification of this additionality and the allocation of the performance reserve, but, as you also know, this link has not been adopted by the legislator.
