Framework for the collection, management and use of data.
The collection, management and use of data will be carried out in the framework of a multi-annual programme as of 2014.
Multi-annual national and Community programmes constitute the framework for the collection, management and use of data.

The eligible measures are defined in detail by Council Regulation(EC)No 199/2008 of 25 February 2008 concerning the establishment of a Community framework for the collection, management and use of data in the fisheries sectorand support for scientific advice regarding the Common Fisheries Policy6.
The collection, management and use of data shall be done in the framework of a multi-annual programme as of 2014.
This Decision establishes a Community programme for the collection, management and use of data in the fisheries sector for a period of three years.
The processing, management and use of data collected under this Regulation which contain personal data shall comply with Directive 95/46/EC and Regulation(EC) No 45/2001.

This Regulation establishes a Community framework for the collection, management and use of data in the fisheries sectorand to obtain the necessary scientific advice for the implementation of the Common Fisheries Policy(CFP).
(73) Provisions should be laid down for support to collect, manage and use of fisheries data as specified in the multiannual Union programme,in particular to support national programmes and the management and use of data for scientific analysisand CFP implementation.

I regret, however, that the proposal to increase the potential level of cofinancing to 60% of eligible expenditure,particularly for measures relating to the monitoring of fisheries activities and to the collection, management and use of data, has not been adopted, as the adoption of this increase would be beneficial to the fisheries sector in my country.
Council Regulation(EC) No 199/2008 of 25 February 2008 concerning the establishment of a Community framework for the collection, management and use of data in the fisheries sectorand support for scientific advice regarding the Common Fisheries Policy12 has enlarged the scope of data collection in order to cover the collection, the management and the use of data and this should be explicitly acknowledged in the Regulation.
Detailed and aggregated data should therefore be made available to end-users as defined in Article 2(i) Council Regulation(EC)No 199/2008 of 25 February 2008 concerning the establishment of a Community framework for the collection, management and use of data in the fisheries sector for scientific advice regarding the Common Fisheries Policy16.
(62) Regulation(EC) 199/2008 of 25 February 2008 concerning the establishment of a Community framework for the collection, management and use of data in the fisheries sectorand support scientific advice regarding the common fisheries policy33 should be repealed, but should continue to apply to the national programmes adopted for the collection and management of data for the years 2011- 2013.

Commission Decision 949/2008 of 6 November 2008 adopting a multiannual Community programme pursuant to Regulation(EC)No 199/2008 establishing a Community framework for the collection, management and use of data in the fisheries sectorand support for scientific advice regarding the common fisheries policy13 provides that the data to be collected comprises socio-economic variables.

Some of Mr Ferreira's amendments, for example, those enabling an increase in cofinancing rates(from 50% to 60%)in the area of collection, management and use of scientific data on fish stocks, were, regrettably, not adopted.
The support granted to Member States on the basis of the Regulation(EC)No. 861/2006 for the expenditure incurred relating to the collection, management and use of fisheries data should be continued under the EMFF pursuing the logic of a single fund.
For this purpose the Commission may organise Regional Coordination Meetings in order to assist Member States in coordinating their national programmes and the implementation of the collection, management and use of the data in same region.
Within the area of aquaculture,it will also be possible to fund the collection, management and use of environmental data, promoting environmentaland health monitoring and surveillance in this sector, in order to contribute to its sustainability.
For this reason,we propose the inclusion of the possibility of increasing the EU co-financing rates provided for in the area of the collection, management and use of scientific data, both basic and supplementary, on the status of fish stocks.
In the area of aquaculture,I would point to the possibility of introducing financing of the collection, management and use of environmental data in addition to the socioeconomic data previously provided for, thus promoting environmental and health monitoring and evaluation in this sector, in order to contribute to its sustainability.
Examples include confidentiality and non-disclosure agreements for the release of data relating to insurance placements, claims handling and loss control programs, non-disclosure and/or non-competition agreements relating to the development and disclosure of new insurance products and services, and licensing agreements governing access to and use of data management systems and databases.
These amendments are based on recent developments in the fisheries sector and future prospects, namely, the possibility of increasing Union cofinancing from 50% to 60%, which represents an asset for the development of the fisheries sector in Portugal, and greater importance given to aquaculture,which justifies introducing the possibility of the collection, management and use of environmental data in this area, in addition to socio-economic data. .
Such a multi-annual programme shall include targets for the precision of the data to be collected, and aggregation levels for the collection, management and use of such data.
With regard to the management and use of collected data, the Committee wishes to highlight the importance of the confidentiality of the primary data that are collected, in particular data on vessels' activity based on information from satellite monitoring.
