(a) accept the plan and grant preliminary recognition;

(4) The production aid scheme is based on contracts between producer organisations recognised or granted preliminary recognition under Regulation(EC) No 2200/96 or individual producers during the 2001/02 marketing year, on the one hand, and processors, on the other hand.
Investments to the direct or indirect benefit of such activities shall be financed pro rata to their use for the sectors or products for which preliminary recognition is granted.
Aid as provided for in Articles 2 and 3 of this Regulation may be given, ormay continue to be given, to producer organizations which have been granted preliminary recognition under Regulation(EC) No 478/97 and which result from the merger between a producer organization granted preliminary recognition under that Regulation and one or more of the following.
Amending Regulation(EC) No 20/98 laying down rules for the application of Council Regulation(EC)No 2200/96 as regards aid to producer organisations granted preliminary recognition.
(d)"producer group" means all organisations which have lodged an application andare granted preliminary recognition under Article 14 of Regulation(EC) No 2200/96;
(21) In order to ensure the sound operation of the market organisation,Member States should keep the Commission regularly informed about the situation regarding the granting of preliminary recognition.
(b)"producer organisations" means producer organisations as referred to in Articles 11 and 13 of Regulation(EC) No 2200/96 orgroups that have been granted preliminary recognition under Article 14 of that Regulation; such organisations take the place of their members for all operations relating to the administration of the system of aid for the cultivation of dried grapes;
Member States shall check a significant sample of producer organisations andproducer groups each year to monitor compliance with the recognition  or preliminary recognition criteria.
(3) The aid scheme for producers of certain citrus fruits is based on contracts between producer organisations recognised or granted preliminary recognition under Council Regulation(EC) No 2200/96 of 28 October 1996 on the common organisation of the market in fruit and vegetables(3) as last amended by Commission Regulation(EC) No 911/2001(4), on the one hand, and processors.
To bridge the time gap until the MSC has been albe tocarry out such identification, a procedure for the preliminary recognition of certificates is needed.
In order to qualify, those producer groups shall present a phased recognition  plan to the relevant Member State, acceptance of which shall signal the start ofthe transitional period referred to in the second subparagraph and shall constitute a preliminary recognition.
Where a producer organisation commits a subsequent irregularity, the Member State shall withdraw that organisation's recognition,  orpreliminary recognition  in the case of a producer group granted preliminary recognition.
Investments to the direct orindirect benefit of such activities shall be financed pro rata to their use for the sectors or products for which preliminary recognition is granted.
(16) To promote the setting-up of stable producer organisations capable of making a lasting contribution to the attainment of the objectives of the common market organisation, preliminary recognition should be granted only to producer organisations which can demonstrate their ability to meet all the requirements of Article 11 of Regulation(EC) No 2200/96 within a specified time limit.

(4) In order to encourage the formation of producer groups, Article 14 of Regulation(EC) No 2200/96 also states that Member States may grant two sorts of aid to producer groups granted preliminary recognition in the five years following such preliminary recognition,  one to cover the costs of their formation and administrative operation and one to cover part of the investments required to attain recognition  and set out in their recognition  plans.
COMMISSION REGULATION(EC) No 2717/98 of 16 December 1998 concerning applications for reimbursement by the Community of expenditure paid by the Member States to producer organisations granted preliminary recognition in the fruit and vegetables sector.
Where a producer organisation commits a repeated infringement,the Member State shall withdraw that organisation's recognition,  or preliminary recognition in the case of a producer group granted preliminary recognition.
The Member State shall send the Commission, in the month following notification of acceptance of the recognition  plan to the producer group, particulars of the latter,the date of preliminary recognition and the duration of the plan.
This Regulation lays down detailed rules for the application of Regulation(EC)No 2200/96 regarding the conditions for recognition  of producer organisations and preliminary recognition of producer groups referred to in Articles 11 and 14 respectively of that Regulation.
