Currently technical roadside inspections apply to commercial vehicles of more than 3.5 tonnes.

The group examined the options for amending the limits for the emission tests prescribed in Directive 96/96/EC and in Directive 2000/30/EC of the European Parliament andof the Council of 6 June 2000 on the technical roadside inspection of the roadworthiness of commercial vehicles circulating in the Community(3) to determine whether improved environmental benefits could be realised.
Every technical roadside inspection shall be carried out without discrimination on grounds of the nationality of the driver or of the country of registration or entry into service of the commercial vehicle, bearing in mind the need to minimise the costs and delays entailed for drivers and operators.
(6) This Directive forms part of the same approach, butit would appear to be more effective from the point of view of environmental protection not at this stage to tighten the standards laid down for roadworthiness tests in Directive 96/96/EC but to provide for technical roadside inspections in order to ensure application of that Directive throughout the year.
The impact assessment showed that with a risk rated approach for technical roadside inspections some 2.3 Mio checks of well-maintained vehicles could be avoided, with a potential to save€ 80.4 Mio for the transport operators.
Because of their regular and intensive use mainly for commercial purposes, vehicles used for the professional transport of goods with a laden mass above 3.5 tonnes andfor the professional transport of passengers of more than 8 passengers are additionally subject to ad hoc technical roadside inspections by which their compliance with environmental and technical requirements is verified at anytime and anywhere in the EU.
Technical roadside inspections, as established by Directive 2000/30/EC of the European Parliament and of the Council of 6 June 2000 on the technical roadside inspection of the roadworthiness of commercial vehicles circulating in the Community14, are a crucial element to achieve a continuous high level of roadworthiness of commercial vehicles throughout their use.
On 20 July 2010 the Commission adopted policy orientations on road in whichitannounced the harmonisation and progressive strengthening of EU legislation on roadworthiness tests and on technical roadside inspections; the inclusion of powered-two wheelers in vehicle inspections; and the possible setting-up of a European electronic platform with a view to harmonise and to exchange vehicle data.
