Accordingly, the Special Rapporteurs are troubled that Note Verbale 57/97 states that'there has not been any such agreement' andthat'their request[to have access to Chief M.K.O. Abiola and the 19 Ogoni detainees] will be duly considered and strictly in accordance with their mandate.
To ensure urgently the observance of human rights and fundamental freedoms, including by respecting the right to life, by releasing all political prisoners including those detained in connection with the 1993 presidential elections,among them Chief M. K. O. Abiola, trade union leaders, human rights advocates and journalists currently detained, by improving conditions of detention and by guaranteeing freedom of the press, freedom of opinion and association and respect for the rights of individuals, including persons belonging to minorities;
The Nigerian Government expressed the view that the mission's proposal had been to meet and interview persons that had been convicted and were serving a sentence was not in consonance with the terms of reference of the mission. However,arrangements would be made for the mission to meet Chief M. K. O. Abiola and some of the detainees listed by the Government as being detained for acts prejudicial to State security and public order.
