Mr. Chigovera had asked about measures taken to ensure that minorities would benefit sufficiently from the aid granted by the Government in the context of its regeneration programme.
Regarding the mission to the Democratic Republic of the Congo established by the Secretary-Generalof the United Nations, he indicated that he had met Mr. Chigovera, a member of that mission, in New York in November 1997.
Mr. van BOVEN considered,like Mr. Chigovera, that States parties were not obliged to incorporate the provisions of the Convention in their domestic law.

Mr. SHERIFIS agreed with the recommendation concerning Rwanda and shared Mr. Wolfrum's view that the Committee should to informed butrefrain from making any recommendations pending the information that Mr. Chigovera would have to share at the March 1998 session.
Mr. WOLFRUM said that he was acting as rapporteur for Burundi in the absence of Mr. Chigovera, who had left on mission to the Democratic Republic of Congo, andthat his own comments were essentially based on the notes concerning Burundi's report which Mr. Chigovera had prepared prior to his departure.
Letter dated 1 August(S/1997/617) from the Secretary-General addressed to the President of the Security Council, informing the Council that he had decided to appoint Mr. Atsu-Koffi Amega(Togo) andMr. Andrew R. Mr. SHERIFIS recalled that, although the Committee had unanimously acknowledged the balanced wording of the proposed draft decision, he and others,including Mr. Chigovera, had expressed misgivings about paragraph 3 in the belief that it would be wrong for the Committee to give the impression, in any way whatsoever, that it was against the holding of the forthcoming elections in Bosnia and Herzegovina, even though it might have serious concerns about the manner in which the elections were to be conducted.
