Furthermore, on 8 November 1998, the Organization of African Unity(OAU)high-level delegation on the dispute between Eritrea and Ethiopia, meeting in Ouagadougou, had issued a press release reporting the adoption of a set of proposals constituting elements of a framework agreement for a peaceful settlement of the dispute between Ethiopia and Eritrea. .
