A similar observation has been made for ESF programmes.

Out of the series of proposed measures, reimbursement of interim payments claims at100% for a limited period(up to the end of 2010) for the ESF programmes, instead of applying the(lower) reimbursement rates established in the Operational Programmes, will have direct implication on the budgetary resources.
Member States are encouraged, however, to use the period of implementation of the EGF contribution(12 months from the date of application) toassess the longer-term needs caused by the redundancy event, and to modify any ESF programmes necessary.
In order to make maximum use of the results of the EQUAL programmes and projects by informing policy and practice,including the shape of the national and regional ESF programmes for the programming period 2007-2013, the Commission in partnership with the Member States continued the work launched in 2006.
In this regard, the Commission has published on 27 March 2018 its final report on the use of SCOs in ESF, ERDF, CF and EAFRD which showed that between 2014 and 2017 the large majority of ESIF managing authorities used SCOs(73% and95% for respectively ERDF/CF and ESF programmes).
The Employment, Social Affairs and Inclusion DG indicates in its 2010 annual activity report(page 45) that the average estimated error rate for all 2007-13 ESF programmes based on the 2010 annual control reports submitted by audit authorities covering 2009 expenditure is in the range of 2,5% to 3%.
Other Member States modified their ESF programmes by taking short term anti-crisis measures specifically targeted at unemployed people, such as transferring resources to actions supporting employability of unemployed(UK/Wales), to reorient priorities towards unemployed(IE), or to adapt to important socio-economic changes in a particular region(ES/Navarra).
As a result, the Directorates-General concluded that the work of respectively 40 and 81 out of the 113 audit authorities in charge of auditing around 90% of ERDF/CF allocations and91% of ESF programmes can in general be relied upon.
Among those Member States with ESF execution rates above 40% and youth unemployment levels above the EU average there isroom to increase the participation of young people in ESF programmes and to focus on specific youth related measures(EE, ES, LT and LV).
The Commission will support Member States in the design and implementation of actions through funding and the open methods of coordination, notably through reinforced mutual learning and peer reviews with national governments, regional and local policy makers and other stakeholders and practitioners, aswell as through regular monitoring of, and co-operation on, ESF programmes.
The analysis of the payment appropriations available in the budget for 2009 and the Draft Budget for 2010 show that the additional payment credits to be paid under the 100% reimbursement option in 2009 and2010 for the ESF programmes would represent approximately EUR 6.6 billion overall.

ESF programme implementation in 2009 continued to be focused on the European Employment Strategy, particularly on the measures aimed at improving employability in the labour market(30.6% of certified expenditure), lifelong learning(actions developing educational and vocational training represented 22.8% of certified expenditure), social inclusion(20.8%) and equal opportunities(6.5%).
