(19) The efficient functioning of this Directive needs to be reviewed.
Before 19 April 2018 the Commission shall submit a report to the European Parliament andthe Council regarding the implementation and functioning of this Directive.
Article 25 makes it obligatory to evaluate functioning of this Directive, in this case after five years of entering into force.
In addition, it would be crucial to grant the Commission access to a sufficient amount of information so thatit can monitor the proper functioning of this Directive.
It is appropriate that the Commission report on the functioning of this Directive and in particular on its scope and on the operation of prior consultation.
Appropriate measures are taken in order to encourage the authorities responsible for implementing this Directive to co-operate witheach other and provide each other with information in order to assist the functioning of this Directive.
