Programming
Work programmes and any amendments to them should be adopted by implementing acts in accordance with the examination procedure.
The Commission shall be empowered to adopt implementing acts in accordance with the examination procedure referred to in Article 23(2) for the purpose of specifying the modalities for the data exchanges according to this Article.

On duly justified imperative grounds of urgency related to the severity of a serious cross-border threat to health or to the rapidity of its spread between the Member States, the Commission may set up an ad hoc monitoringnetwork or adopt or update the case definitions referred to in point(d) through immediately applicable implementing acts in accordance with the urgency procedure referred to in Article 20(3).
On duly justified imperative grounds of urgency relating to the limited time left to exploit unused fishing opportunities,the Commission shall adopt immediately applicable implementing acts in accordance with the procedure referred to in Article 45(3).
On duly justified imperative grounds of urgency related to the severity of a serious cross-border threat to health or to the rapidity of its spread among Member States, the Commission may formally recognise situations of emergency at Union level or pre-pandemic situations with respect to humaninfluenza at Union level through immediately applicable implementing acts in accordance with the urgency procedure referred to in Article 20(3).
(4) In order to guarantee a uniform application of Regulation(EC) No 1290/2005 in all Member States,the Commission should be empowered to adopt implementing acts in accordance with Article 291 of the Treaty.
(3) In order to guarantee a uniform application of voluntary modulation of direct payments in all Member States,the Commission should be empowered to adopt implementing acts in accordance with Article 291 of the Treaty.
(14) In order to guarantee a uniform application of Article 27 of Regulation(EC) No 1234/2007 in all Member States,the Commission should be empowered to adopt implementing acts in accordance with Article 291 of the Treaty.
On duly justified imperative grounds of urgency relating to cases of serious risks to human or animal health or to the environment,the Commission shall adopt immediately applicable implementing acts in accordance with the procedure referred to in Article 145(3).
On duly justified imperative grounds of urgency relating to the protection of health and safety of persons, or of domestic animals or of property,the Commission shall adopt immediately applicable implementing acts in accordance with the procedure referred to in Article 23(3).
