The proposed Regulation on the common authorisation procedure is part of the package of proposals on'food improvement agents' which refers to the proposals on food additives, food enzymes and flavourings.
This proposal aims to streamline and centralize at Union level theauthorisation procedure in accordance with Regulation(EC) n° 1331/2008 establishing the common authorisation procedure.

With regard to the scope of the proposed Regulation on the common authorisation procedure, the common position(Article 1) clarifies that this does not apply to smoke flavourings falling within the Regulation(EC) No 2065/2003 of the European Parliament and of the Council.

As only generic authorisations are granted through Article 7 of Regulation(EC)No 1331/2008 of the European Parliament and of the Council establishing a common authorisation procedure for food additives, food enzymes and food flavourings, the authorisation procedure with data protection clearly derogates from the common authorisation procedure and shall therefore be kept separate in the Novel Food Regulation and therefore amendments 100, 101 and 102 cannot be accepted.
Annex III to this Regulation should be completed with the other food additives used in food additives and enzymes and their conditions of use in accordance with Regulation(EC) No[…]establishing a common authorisation procedure for food additives, food enzymes and food flavourings.
Specifications of the food additives covered under paragraphs 1and 2 of this Article shall be adopted, in accordance with Regulation EC[… establishing a common authorisation procedure for food additives, food enzymes and food flavourings], at the moment those food additives are entered in the Annexes in accordance with those paragraphs.
In order to ensure harmonisation, the risk assessment and approval of flavourings and source materials that need to undergo an evaluation should be carried out in accordance with the procedure laid down inRegulation(EC) No 1331/2008 of the European Parliament and of the Council of 16 December 2008 establishing a common authorisation procedure for food additives, food enzymes and food flavourings(8).
Annex III to this Regulation should be completed with the other food additives used in food additives and food enzymes as well as carriers for nutrients and their conditions of use in accordance with Regulation(EC) No[…]establishing a common authorisation procedure for food additives, food enzymes and food flavourings.
Several amendments on other issues(such as the procedures applicable for determining the status of a food, the setting up of EU lists of authorised novel foods, the rulesfor the transitional period or the update of Regulation n° 1331/2008 on the common authorisation procedure) do not provide further improvements to the text and thus should be rejected.
With a view to further harmonising different authorisation procedures of food, the safety assessment of novel foods and their inclusion in the Community list should be carried out in accordance with the procedure laid down in Regulation(EC) No 1331/2008 of the European Parliament andof the Council of 16 December 2008 establishing a common authorisation procedure for food additives, food enzymes and food flavourings(18).
