Those powers should be exercised in accordance with Regulation(EU)No 182/2011 of the  European Parliament and  of the  Council on laying down the rules and general principles concerning mechanisms for control by the  Member States of the  Commission's exercise of implementing powers.
This would be followed by a Commission decision as an implementing act, taken via the  examination procedure in which the  necessity and  proportionality of the  planned measures would be assessed(Article 5 of the  Regulation(EU)No 182/2011 of the  European Parliament and  of the  Council of 16 February laying down the rules and general principles concerning mechanisms for control by Member States of the  Commission's exercise of implementing powers11).
On the  proposal for a regulation of the  European Parliament and  of the  Council laying down the rules and general principles concerning mechanisms for control by Member States of the  Commission's exercise of implementing powers.
(26) In order to ensure uniform conditions for the  implementation of this programme, implementing powers should be conferred on the  Commission which should be exercised in accordance with Regulation(EU) No 182/2011 of the  European Parliament and of the  Council of 16 February 2011 laying down the rules and general principles concerning mechanisms for control by Member States of the  Commission's exercise of implementing powers16.
Having regard to Regulation(EU) No 182/2011 of the  European Parliament and of the  Council of 16 February 2011 laying down the rules and general principles concerning mechanisms for control by Member States of the  Commission's exercise of implementing powers(3), and  in particular Article 5 thereof concerning the  examination procedure.
(19) The  implementing powers relating to strategy papers and  multiannual indicative programmes laid down  in Articles 11 to 14 of this Regulation should be exercised in accordance with Regulation(EU) No 182/2011 of the  European Parliament and of the  Council of 16 February 2011 laying down the rules and general principles concerning mechanisms for control by Member States of the  Commission's exercise of implementing powers22.
A legal framework establishing the  mechanisms of such control is set out in Regulation(EU)No 182/2011 of the  European Parliament and the  Council laying down the rules and general principles concerning mechanisms for control by Member States of the  Commission's exercise of implementing powers.8.
Therefore, as a general rule, the  reintroduction of controls at internal borders should be based on a decision proposed and  adopted by the  Commission as an implementing act following the  positions expressed by Member States in the  examination procedure laid down  by Regulation(EU) No 182/2011 of the  European Parliament and of the  Council of 16 February 2011 laying down the rules and general principles concerning mechanisms for control by Member States of the  Commission's exercise of implementing powers1.
These powers should be exercised in accordance with Regulation(EU) No 182/2011 of the  European Parliament and of the  Council of 16 February 2011 laying down the rules and general principles concerning mechanisms for control by Member States of the  Commission's exercise of implementing powers17.
Those powers should be exercised by implementing acts providing for the  examination procedure in accordance with Article 2(2) of Regulation(EU) No 182/2011 of the  European Parliament and of the  Council of 16 February 2011 laying down the rules and general principles concerning mechanisms for control of by Member States of the  Commission's exercise of implementing powers5.
(35) The  implementing powers relating to work programme should be exercised in accordance with Regulation(EU) No 182/2011 of the  European Parliament and of the  Council of 16 February 2011 laying down the rules and general principles concerning mechanisms for control by Member States of the  Commission's exercise of implementing powers27.
As such an annual work programme will be adopted in accordance with the  examination procedure referred to in Article 5 of Regulation(EU) No 182/2011 of the  European Parliament and the  Council of 16 February 2011 laying down the rules and general principles concerning mechanisms for control by the  Member States of the  Commission's exercise of implementing powers11.
Those implementing acts will be adopted in accordance with the  provisions on implementing acts laid down  in Regulation(EU) No 182/2011 of the  European Parliament and of the  Council of 16 February 2011 laying down the rules and general principles concerning mechanisms for control by the  Member States of the  Commission's exercise of implementing powers.
(28) The  implementing powers relating to Article 7(1),(2), and(3) and  to Article 9(1) should be exercised in accordance with Regulation(EU) No 182/2011 of the  European Parliament and of the  Council of 16 February 2011 laying down the rules and general principles concerning mechanisms for control by Member States of the  Commission's exercise of implementing powers16.
These implementing acts would be of general  scope so that the  examination procedure should apply in accordance with Article 2(2)(a) of Regulation(EU) No 182/2011 of the  European Parliament and of the  Council of 16 February 2011 laying down the rules and general principles concerning mechanisms for control by Member States of the  Commission's exercise of implementing powers14.
These adaptations are necessary as the  relevant horizontal rules  on'comitology' have been modified after the  presentation of the  initial proposal by Regulation(EU) No 182/2011 of the  European Parliament and of the  Council of 16 February 2011 laying down the rules and general principles concerning mechanisms for control by Member States of the  Commission's exercise of implementing powers3.
Those powers should be exercised with the  assistance of the  Committee established by Article 162(1) of Regulation(EU) No[COM(2011)…] and  in accordance with Regulation(EU) No 182/2011 of the  European Parliament and of the  Council of 16 February 2011 laying down the rules and general principles concerning mechanisms for control by the  Member States of the  Commission's exercise of implementing powers11.
(14) The  implementing powers relating to the  programming and  financing of the  actions supported under this Regulation should be exercised in accordance with Regulation(EU) No 182/2011 of the  European Parliament and of the  Council of 16 February 2011 laying down the rules and general principles concerning mechanisms for control by Member States of the  Commission's exercise of implementing powers8.
(39) The  implementing powers relating to the  adoption of the  equivalence decision concerning third country legal and  supervisory frameworks for the  provision of services by third country firms should be exercised in accordance with Regulation(EU) No 182/2011 of the  European Parliament and of the  Council of 16 February 2011 laying down the rules and general principles concerning mechanisms for control by Member States of the  Commission's exercise of implementing powers22.

Subject-matter This Regulation lays down the rules and general principles governing the  mechanisms which apply where a legally binding Union act(hereinafter a‘basic act') identifies the  need for uniform conditions of implementation and  requires that the  adoption of implementing acts by the  Commission be subject to the  control of Member States.
