The Committee also notes that children with disabilities are still experiencing serious difficulties andfacing barriers to the full enjoyment of the rights enshrined in the Convention.
Non-discrimination has been identified by the Committee as a generalprinciple of fundamental importance for the implementation of all the rights enshrined in the Convention.
The Committee underscores that the implementation of the right of the child to education inemergency situations must meet the requirements set out in articles 28 and 29 of the Convention without limitation.
Furthermore, the Committee is concerned that insufficient actionhas been taken to ensure that the rights enshrined in article 12 are applied to children with disabilities.
