Throughout this Group's mandate, there has been a steady number of UNOCI MILOB team reports of foreign technicians working on the AN-12, the Mi-8T carcass andthe Mi-24P helicopter at the Abidjan airbase.
However, neither have the Group's numerous visits to Abidjan airbase nor the monitoring conducted by the Embargo Cell task force and the Togolese battalion, indicated the presence of foreign aircraft or weapons technicians.
Helog AG, a German company, leases four IAR-330 helicopters to the Ivorian authorities, which are registered DH-AXE, DH-AXF, DH-AXR andST-AXU, respectively, and are stored and maintained next to Abidjan Airbase.
The Group recommends that UNOCI make better use of the Togolese battalion stationed at Abidjan airbase to monitor the embargo, and that it provide the battalion with the necessary photographic equipment to record suspicious activity.
Moreover, rocket pod mounting brackets that can be adjusted to this aircraft are available in the hangar where the Mi-24 is kept andhave been observed in a number of embargo inspections conducted at the Abidjan Airbase.
The Group recommends that UNOCI regularly monitor any activity around the TU-VHO-registered Mi-24 helicopter at Abidjan Airbase, in particular with respect to possible foreign technical assistance in its rehabilitation.
On 21 February 2005 UNOCI agreed to let FACI conduct two one-hour engine and systems ground tests on the last Wednesday of every month for its Mi-24P(TU-VHO), on condition that it was unarmed,outside its hangar at the Abidjan airbase and under UNOCI observation.
The Group also informed the Togolese battalion of UNOCI,which is stationed at Abidjan Airbase, of the need to monitor the activities of the two helicopters and report any possible dual use, such as transporting weapons see annex II.
The Group recommends that the UNOCI Embargo Cell organize special training sessions on the subject of embargo monitoring for the benefit of task force officers andelements of the Togolese battalion stationed at Abidjan airbase, assisted as necessary by the Group of Experts.
The Group received reports from civilians working at Abidjan airbase that, on 3 March 2011, a 4-engine transport aircraft(described as Antonov or Ilyushin, but no registration provided) parked at the Abidjan military airbase. .
The embargo cell is also taking steps to ensure coordination between the embargo cell quick reaction task force andthe Togolese battalion stationed at Abidjan Airbase and has provided both elements with cameras to film any suspicious activity at the site.
On 19 March 2010, the Group visited Abidjan airbase and witnessed two foreign technicians repairing the Mi-24 helicopter. On 15 April 2010, the Ivorian authorities refused access to one of the regular UNOCI Embargo Quick Reaction Task Force patrols and announced that the Task Force could no longer conduct patrols at the Abidjan airbase without authorization.
The Group recommends that the embargo cell quick reaction task force andthe Togolese battalion stationed at Abidjan Airbase monitor all civil aircraft stationed there, including helicopters, and report immediately any use of a military nature.
The Group also notes some hostility towards the Group on the part of the Ivorian defence and security forces(Forces de défense et de sécurité de Côte d'Ivoire(FDS-CI)),including on occasion when the Coordinator of the Group was expelled from the Abidjan Airbase during an inspection of the Mi-24 helicopter see para. 339 of the Aviation section below.
However, a report dated 27 February 2007,prepared by the UNOCI demining team that participated in the embargo inspection at the Abidjan Airbase, recommended that"in order to eliminate all risks of explosion, active rockets should be moved and deactivated(or destroyed) and ammunition should be evacuated to a regulated ammunition depot.
