For the provinces, the bulk of electoral materials and equipment would be transported by MINURCA to six selected sites(Bambari, Bangassou, Berberati, Bouar,Kaga Bandoro and Ndélé towns) by air, and delivered from those six sites to the remaining 54 sous-préfectures by road or air, as appropriate.
Ex-Séléka elements are said to be regrouping in locations in the northern andnorth-eastern parts of the country, including in Kaga Bandoro, Ndélé, Bambari and Bangassou. On 30 January, ex-Séléka elements temporarily took control of the town of Sibut and reportedly announced that this marked a step towards establishing a line of demarcation between Muslim and Christian areas, raising fears of a de facto partition of the country.
The Mission will deploy in up to 45 locations in the Central African Republic, including a Mission headquarters in Bangui,three integrated sector headquarters(Kaga Bandoro, Bria and Bouar), five integrated field offices(Ndele, Bambari, Bossangoa, Bangassou and Berberati), three sub-offices(Paoua, Obo and Birao) and 31 additional locations with only a permanent military presence.
The ongoing deployment of MISCA, supported by the French Sangaris operation in some of these towns, including Paoua,Kaga Bandoro and Bossangoa, is expected to have a stabilizing effect although the situation remains critical and more needs to be done to ensure a continued international humanitarian presence, particularly in rural areas.
