Chegbo was released in Monrovia on 23 April 2011.

The Panel previously provided information on the case of the Liberian mercenary general Isaac Chegbo, also known by his noms de guerre“Bob Marley” and“Child Could Die” S/2011/757, paras. 31-34, and S/2011/367, para. 21.
Chegbo noted that following counter-attacks by the Forces républicaines de Côte d'Ivoire, he and his remaining men retreated to Liberia with their weapons.
The Panel noted in its midterm report that Liberian mercenary Isaac Chegbo, known by his noms de guerre"Bob Marley" and"Child Could Die", was arrested in Zwedru, Liberia, on 13 April 2011 S/2011/367, para. 21.
Isaac Chegbo("Bob Marley") informed the Panel that Delafosse gave orders to FANCI officers in Guiglo to provide weapons to Chegbo's soldiers directly from the military barracks.
The second case concerned the imprisonment of the Liberian mercenary general Isaac Chegbo(aka Bob Marley), who was initially detained on 13 April 2011 see S/2011/757, paras. 31-34, and S/2011/367, para. 21.
Isaac Chegbo("Bob Marley") and Augustine Vleyee("Bush Dog"), for example, were provided with arms and vehicles by FANCI to conduct those operations.
The Panel also gathered substantive information concerning payments made from May 2013 by the Government of Côte d'Ivoire to key Liberian mercenaries,including Isaac Chegbo("Bob Marley") and Augustine Vleyee("Bush Dog"), as a means of collecting information from these individuals and discouraging them from conducting cross-border attacks.
In fact, Chegbo threatened to kill Paulsen Garteh in order to name himself as chief of staff of the mercenaries, and appointed general Bobby Sarpee as his deputy chief of staff.
Following the submission of its midterm report, the Panel continued to investigate the mercenary commanders and, on 15 June 2012, identified the names of key leaders in the presentation of its report to the Committee, including Bobby Sarpee, Nyezee Barway,Isaac Chegbo(alias“Bob Marley”) and Julien Monpuho Gougnan(alias“Columbo”), a former Ivorian militia leader.
However, Chegbo's deputy informed the Panel that Tako was a one-star general serving as a base commander within the mercenary structure under Chegbo.
The Panel's investigations into the cases of mercenaries Vleyee and Chegbo revealed that a far larger group of mercenaries had entered Liberia in early 2011 through unmonitored border posts, primarily in Grand Gedeh County.
Chegbo noted that a Liberian named Soloe from Maryland County, recruited him on behalf of the former Gbagbo regime to fight the Forces républicaines de Côte d'Ivoire in Côte d'Ivoire.
The LNP took a statement from Isaac Chegbo on 22 May 2011 in Monrovia, in which he admitted in detail how he fought as a mercenary in Côte d'Ivoire in 2011 annex 5.
Chegbo told the LNP that, according to Soloe, the former Gbagbo regime offered payment in the form of the total goods that the Liberian fighters could loot during the conflict.
For example, the ex-MODEL General Isaac Chegbo, who was known under his nom de guerre"Bob Marley" in Côte d'Ivoire, was arrested in Zwedru, Liberia, on 13 April 2011, and transferred to Monrovia.
Chegbo related to the LNP that the Gbagbo regime authorities provided his men with 55 AK-47s, and that their first military operation was conducted in Toulepleu against the Forces républicaines de Côte d'Ivoire.
A Human Rights Watch report published in October 2011 noted that Chegbo was present at, and helped to orchestrate, two massacres in which more than 120 men, women and children were killed in and around Bloléquin, Côte d'Ivoire, on 22 and 25 March 2011.
Chegbo reportedly acknowledged that he had been hired as a mercenary to fight the new regular armed forces, as created on 17 March 2011, and to fight as a mercenary in support of proGbagbo forces S/2012/448, paras. 62-63.
Among these commanders, the Group already identified Isaac Chegbo(alias Bob Marley), Oulai Tako Anderson alias Tarzan de l'Ouest, Gouhian Mompoho Julien(alias Colombo), Augustin Vlayee(alias Bushdog), Jefferson Gbarjolo(alias Iron Jacket), Bobby Sarpee and Moses Juru.
Isaac Chegbo("Bob Marley"), who continued to fight in Côte d'Ivoire until President Gbagbo was captured, returned to Grand Gedeh, but was only apprehended on 13 April 2011 during a random inspection well inside Liberia that turned up his Beretta pistol.
The Panel previously noted that both Chegbo and Vleyee were supplied with weapons by FANCI in Bloléquin in advance of counter-attacks against FRCI, which elevated their status in the mercenary brigade.
Second, Isaac Chegbo("Bob Marley") and his deputy remain in pretrial detention more than six months after their arrest, and key evidence, such as Chegbo's pistol, have gone missing from police custody.
The Panel has been informed that Chegbo attended meetings among Liberian mercenaries in Grand Gedeh County following his return to Grand Gedeh County to discuss and plan cross-border attacks into Côte d'Ivoire.
