While a handful of countries had a children's ombudsperson before the adoption in 1989 of the Convention on the Rights of the Child- the first being Norway in 1981, followed by Costa Rica in 1986 and the region of Veneto(Italy) in 1988- the creation of independent human rights institutions for children has accelerated since its adoption.
The Committee recommends that the State party establish an independent national human rights institution, or a child commissioner or children's ombudsperson, with a clear mandate to monitor children's rights and implement the Convention at national, regional and local levels, in accordance with the Principles relating to the Status of National Institutions the"Paris Principles", annexed to General Assembly resolution 48/134.
Specifically, the Office of the Children's Ombudsperson has taken action in several individual cases in which the rights of Roma children were violated, particularly within the framework of the educational system, and those concerning the rights of children to proper existence and development, primarily in the spheres of social safety and protection from commercial exploitation, and exposure of children to various behaviours harmful to their development.
