The Committee recommends that the State party further expand its existing data collection system and ensure that the data is disaggregated by region, gender and age and that it is updated andincludes information on children in need of special protection.
While taking note of the efforts made to provide disaggregated data in the State party's reply to the list of issues(CRC/C/KEN/Q/2/Add.1) in improving the data-collection system andthe development of a national database on children in need of special protection, the Committee remains concerned at the lack of a centralized data-collection system and a disaggregated representationof specific categories of children. .
While acknowledging recent efforts to improve data collection, planning and budgeting, the Committee is concerned at the inadequate data on specific groups of children, particularly indigenous and Afro-Ecuadorian children, children with disabilities, children out of school,working children and other children in need of special protection.
She requested that the agenda of the Special Session cover early childhood care and development; children in need of special protection; and increased child participation.
The Committee recommends that the State party review and revise current initiatives, namely the health goals of the 2010-2014 Strategic Plan(Executive Decree 197/2009) and the National Plan to Combat Child Malnutrition(2008-2015), to ensure a special focus on indigenous andAfro-Panamanian children as well as other children in need of special protection.
While noting that some data collection efforts have been made by the State party,in particular the new initiative to develop databases on children in need of special protection, the Committee remains concerned at the absence of comprehensive and up-to-date statistical data in the State party's report and the lack of an adequate national data collection system on all areas covered by the Convention that allows for disaggregated data analysis.
The Committee expresses concern at the increasing number of children deprived of a family environment andat the absence of a distinction between children in need of special protection and child offenders in legal proceedings.
Nevertheless, the Committee is concerned at the lack of a comprehensive system of data collection and analysis and at inadequate data on specific groups of children, particularly indigenous children, children with disabilities, children out of school, working children, children in emergency situations and other children in need of special protection.
