To this end, the Inland Transport Committee is working toward the elimination of bottlenecks and the completion of missing links in the E-waterway network.
Output expected: Presentation of the list of the most important projects relating to the completion of missing links and elimination of bottlenecks in the E waterway network on the territory of countries of Central and Eastern Europe to the international bodies concerned 2003.
In this context, the Working Party may wish to discuss the measures aimed at the elimination of bottlenecks and the completion of missing links identified in the"Blue book.

Output expected: Preparation of action plans on elimination of concrete bottlenecks and completion of missing links on particular E waterways crossing the territory of more than one State Party to AGN and preparation of proposals on the development of concrete river-sea routes in the context of the AGN Agreement.
The Working Party may wish to invite Governments and River Commissions to share their views on these publications,as well as discuss measures aimed at the elimination of bottlenecks and the completion of missing links identified in the"Blue Book.

Requests the Executive Secretary to place this item periodically on the agenda of the Working Party on Inland Water Transport with a view to monitoring the progress in the elimination of the bottlenecks and completion of missing links in the E waterway network and revising the Inventory whenever necessary.
Preparation of action plans on elimination of concrete bottlenecks and completion of missing links on particular E waterways crossing the territory of more than one State Party to AGN and preparation of proposals on the development of concrete river-sea routes in the context of the AGN as called for in Resolution No. 252 of the Inland Transport Committee of 20 February 2003.
Output expected: identification of plans and projects of member States relating to the completion of missing links and elimination of bottlenecks in E waterway network.
It may also reiterate its invitation to Governments and intergovernmental organizations concerned to communicate to the secretariat, the texts of unilateral, bilateral or multilateral action plans andagreements envisaging measures aimed at the elimination of particular bottlenecks and the completion of missing links on particular E waterways.
The Working Party may wish to note the progress made on the elimination of bottlenecks and completion of missing links since the last revision of Resolution No. 49 in 2005.
Establish an inventory of, and consider the possibilities for, the elimination of bottlenecks and completion of missing links in the E waterway network, impeding international transport by inland waterways in order to draw the attention of Governments and international institutions concerned to, and concentrate their efforts on, the most important projects( 2000); Output expected by the end of 2000:identification of plans and projects of member States relating to the completion of missing links and elimination of bottlenecks in E waterway network. Priority: 2.
The Working Party is requested to monitor the progress in the elimination of bottlenecks and the completion of missing links in the E waterway network and revise the Inventory whenever necessary.
The Working Party took note of resolution No. 252 adopted by the Inland Transport Committee on the Implementation of the AGN Agreement( ECE/TRANS/152, annex 2) and invited Governments and intergovernmental organizations concerned to communicate to the secretariat, the texts of unilateral, bilateral ormultilateral action plans and agreements envisaging measures aimed at elimination of particular bottlenecks and completion of missing links on particular E waterways crossing the territories of countries concerned.
Output expected: identification of plans and projects of member States relating to the completion of missing links and elimination of bottlenecks in E waterway network. Priority: 2.
It is recalled that, following the adoption of Resolution No. 49 on the"Inventory of most important bottlenecks andmissing links in the E waterway network" in October 2002, UNECE Governments were invited to inform UNECE of any progress in the elimination of bottlenecks and the completion of missing links relating to their respective inland waterways.
At its forty-third session, the Working Party reiterated its invitation to Governments to submit relevant information regarding their plans andenvisaged measures aimed at the completion of missing links and elimination of bottlenecks as indicated in section 3 of the"blue book" in addition to the information already made available as set out in TRANS/SC.3/1999/5.
To take note of resolution No. 252- To of the Committee( ECE/TRANS/152, annex 2) on the Implementation of the AGN Agreement and invite Governments and intergovernmental organizations concerned to communicate to the secretariat the texts of unilateral, bilateral ormultilateral action plans and agreements envisaging measures aimed at elimination of particular bottlenecks and completion of missing links on particular E waterways crossing the territories of countries concerned;
Following its Program of Work element 02.6.1(d)the Working Party on Inland Water Transport agreed on the inventory of most important projects relating to the completion of missing links and elimination of bottlenecks in the E waterway network established by the European Agreement on Main Inland Waterways of International Importance(AGN), which is reproduced below.
It was indicated that the proposal of the secretariat should also include rectification of any possible omissions and/ or inaccuracies with regard to the list of E waterways andports appearing in the annexes as well as the way for incorporation in the Agreement itself of a provision obliging Governments to transmit to the secretariat information on measures aimed at the elimination of bottlenecks and completion of missing links in the E waterway network as envisaged in resolution No. 252 of the Inland Transport Committee.
We urge our development partners to provide greater financial assistance on a priority basis in the development of transit transport facilities, including completion of missing links to connect landlocked developing countries with the regional network, and in undertaking far-reaching trade facilitation measures to improve the efficiency of the use of existing transit facilities.
It may also wish to invite Governments and intergovernmental organizations concerned to communicate to the secretariat the texts of unilateral, bilateral or multilateral action plans andagreements envisaging measures aimed at the elimination of bottlenecks and the completion of missing links as called for in the proposal for the amendment of AGN in TRANS/SC.3/168/Add.1, para. 2.

In monitoring the implementation of the European Agreement on Main Inland Waterways of International Importance(AGN), the Working Party on Inland Water Transport(SC.3)will prepare action plans on the elimination of concrete bottlenecks and the completion of missing links on particular E-waterways crossing the territory of more than one State Party to the AGN.
Ii Considered the way for preparation of action plans( agreements, memoranda of understanding or other similar unilateral, bilateral or multilateral arrangements)envisaging elimination of concrete bottlenecks and completion of missing links on particular E waterways crossing the territories of countries concerned as proposed by the secretariat in TRANS/SC.3/2002/6 and opted for alternative B, i.e. the adoption of a resolution of the Inland Transport Committee as indicated in the above document.
