POSSIBLE RESPONSES TO NON-COMPLIANCE The compliance evaluation procedure uses a matrix of impact and frequency of noncompliant activities to serve as the basis for assigning non-compliance status as minor, major, serious or critical, and in determining the urgency of further action.
Russia was of the view that an unprejudiced decision could be made by using an appropriate procedure for categorising the seriousness of conservation measure violations,similar to the compliance evaluation procedure proposed by the DOCEP group.
Compliance evaluation procedure 3.25 The Committee discussed possible avenues to produce a compliance evaluation report, based on measurable and specific criteria, for consideration by the Commission, and received the views of the Chair of the Scientific Committee on this matter.

Compliance evaluation procedure 3.26 Following a request from the Commission(CCAMLR-XXIV, paragraph 6.11; CCAMLR-XXIII, Annex 5, paragraph 3.28) the Secretariat has analysed compliance-related information currently submitted by Members in accordance with conservation measures in force and identified the key compliance elements.
